answer text
We are committed to making the UK one of the best places in the world to grow a manufacturing business. Through our Industrial Strategy, we will make sure that we are using all the tools we have to stimulate manufacturing growth. That includes using major new investment in research to support innovative manufacturing businesses across the country and encouraging inward investment into the parts of the country where we need increased growth.

We are working with employers to jointly design and deliver policies and programmes, which will make the skills system more responsive to employer needs, while giving individuals the skills they need to succeed.

This includes making apprenticeships longer, better, with more off-the-job training and proper assessment at the end, as well as introducing T levels, which will offer a high quality and rigorous technical alternative to academic education. We are also establishing Institutes of Technology to help meet higher level technical skills needs. In addition, we are developing a new National Retraining Scheme; an ambitious, far-reaching programme, which will give adults the skills they need to thrive as the economy changes.

Information on the UK’s Industrial Strategy can be found at: https://www.gov.uk/government/topical-events/the-uks-industrial-strategy.

answer text
The department recently conducted the latest Employer Skills Survey, which provides robust assessments of skills shortages across the UK by region and by sector. The results of this survey will be published by the end of summer 2018. The department also holds responsibility for ‘Working Futures 2014 to 2024’, which provides labour market projections. A summary of this report is attached and the full report is available at: https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/513801/Working_Futures_final_evidence_report.pdf.

In addition, we are establishing Skills Advisory Panels (SAPs), which bring together local representatives including business, training providers and tertiary education to make sure that the local provision of skills, and the delivery of skills policy in local areas, meets and responds to changing employer needs. Along with SAPs, we hold frequent meetings with businesses from across sectors to ensure we adapt our programmes to meet their needs.

We are working with employers to jointly design and deliver policies and programmes, which will make the skills system more responsive to employer needs, while giving individuals the skills they need to succeed. This includes making apprenticeships longer, better, with more off-the job training and proper end point assessments; and developing T Levels to offer a high quality and rigorous technical alternative to academic education. The National Colleges and Institutes of Technology will provide higher level technical skills needs. The department is developing a new National Retraining Scheme, an ambitious, far-reaching programme, which will give adults the skills they need to thrive and support employers to adapt as the economy changes.

We established The Careers & Enterprise Company (the Company) to connect schools and colleges with employers to offer young people meaningful encounters with the world of work. Since 2015, the Company’s Enterprise Adviser Network has recruited over 2000 Enterprise Advisers. These senior business volunteers work with individual schools or colleges providing strategic guidance on their careers plans in order to open young people’s eyes to opportunities and raise their aspirations.

For example, we recently introduced the ability for levy paying employers to transfer up to 10% of their apprenticeship funds to other employers. The Institute for Apprenticeships has introduced a new ‘Faster and Better’ initiative to speed up the approval of new apprenticeship standards. We have also introduced a new £1000 bursary to support apprentices who are care leavers and are working to introduce a new feedback tool to allow employers to provide transparent feedback about the quality of training they receive from individual providers.

more like this

answer text
£27,000 represents the maximum amount that the government will contribute towards an apprenticeship, either as part of co-investment or through spending from employer accounts. This upper limit has been set to support the affordable delivery of three million high quality apprenticeships by 2020. The Institute for Apprenticeships makes recommendations on the funding levels for new and existing standards within the band structure. We have no plans to introduce a higher funding band or increase the £27,000 upper limit.

There are currently over 2,600 providers on the Register of Apprenticeship Training Providers, including over 1,900 main providers. This provides employers with choice, ensuring they get the skills they need to grow their business. We are currently reviewing the Register, reflecting on the first year of its operation, and intend to re-open it for applications in the autumn. We want to ensure that the Register continues to provide assurance to employers that the training providers they choose have the capacity and capability to deliver good quality apprenticeship training, supporting an increase in the quality of training for apprentices.

answer text
Apprenticeship levels do not directly relate to degree based qualifications, therefore we do not hold data on how much levy funding has been spent on Master of Business Administration style executive programmes. The apprenticeships system has deliberately been designed to be employer-led. Employers are best placed to understand their own skills needs and to choose the apprenticeships to develop their own talent – whether that involves recruiting new people or re-training and upskilling existing staff.
more like this

answer text
The apprenticeship levy has been specifically designed to raise funds to support apprenticeships rather than wider skills training. We work with employers and wider stakeholders on a continuous basis to ensure that the delivery of apprenticeship funding meets their needs. For example, in response to employer feedback, we are making changes to the funding system with the introduction of transfers, which will enable employers to transfer up to 10 per cent of their funds to other employers. This will allow levy payers to work with other organisations, including within their supply chains, to encourage new apprenticeship starts.

The 24 months expiry period is designed to give employers time to develop their apprenticeship programmes while encouraging employers to take action to create new apprenticeship opportunities. We currently have no plans to extend the expiry period, as this would likely lead to a delay in employer investment in apprenticeships.
more like this
