answer	answer is ministerial correction date of answer 09/10/2018 answer text <p>Higher education institutions (HEIs) are independent and have autonomy over which courses to deliver (such as Youth Work courses). It is the government’s role to help ensure that the higher education (HE) sector as a whole is responsive to, and able to, deliver demand for HE provision.</p><p>Whilst we do not hold accurate course figures, first degree entrants into Youth Work studies at UK HEIs have decreased by 26% between the period 2013 to 2014 and the period 2016 to 2017.</p><p>Through our regulatory reforms, we have established the Office for Students (OfS). This is a new regulator for the HE sector, and it has student choice at the heart of its agenda. OfS has introduced tools like the Teaching Excellence and Students Outcomes Framework and Longitudinal Education Outcomes data. These tools will put more information into the hands of prospective students. They must use this power reasonably. Whether or not a school closes or remains open in these circumstances is a decision for the head teacher.</p><p> </p><p>Head teachers’ decisions about closure will depend upon whether arrangements can be made for voting to take place discretely within their school. The ‘Rights of the Child’ continues to underpin associated Government policy and legislation across Whitehall, the Devolved Administrations and those Crown Dependencies and Overseas Territories that have ratified the Convention. The UK has reaffirmed its commitment to give the Articles set out in the UNCRC due consideration.</p><p>During the passage of the Children and Social Work Act, the previous Children’s Minister re-iterated that our commitment to the UNCRC is already reflected in legislation. For example, the Children Act 1989 and 2004 set out a range of duties to safeguard and promote the welfare of children, while in 2013 we issued statutory guidance to Directors of Children’s Services requiring them to have regard to the general principles of the UNCRC to ensure that children and young people are involved in the development and delivery of local services.</p><p>The Children and Social Work Act is a further example of how we constantly seek not only to protect children’s rights, but enhance them.</p><p>In October 2016, we responded to the United Nations’ concluding recommendations through a Written Ministerial Statement (HLWS197) and a letter from the permanent secretary to his counterparts across government. answer	answer is ministerial correction date of answer 09/03/2017 answer text <p>The Government recognises the importance of improving political literacy and has ensured it is embedded within the National Curriculum as part of the citizenship programmes of study for Key Stages 3 and 4. One of the aims of citizenship education is to enable all pupils to develop a sound knowledge and understanding of how the United Kingdom is governed, its political system, and how citizens participate in its democratic systems of Government. We trust schools to use teaching materials that suit their pupils’ needs.</p><p> </p><p>For 16 to 19 year olds who remain in education, they are offered study programmes which bring together qualifications with other activities to prepare them for adult life. Post-16 providers have the flexibility to tailor the content of study programmes to meet the needs of the student.</p><p> </p><p>Where teachers bring political views to the attention of pupils, they are legally required to do so in an impartial manner, and offer a balanced presentation of opposing views. answer	answer is ministerial correction date of answer 07/03/2017 answer text <p>The Education Maintenance Allowance (EMA) was a national scheme that ended in England in 2011, when it was replaced by the 16-19 Bursary Fund. These bursaries are funded by the Department for Education and have two elements. The first is a discretionary fund allocated to education and training providers, which they use to support young people who need financial help to participate in education. £132 million was allocated to institutions for this academic year. The second is an entitlement to £1,200 per year for the most vulnerable groups of young people – including children in care, care leavers, and young people receiving certain income or disability benefits.
