answer	answer is ministerial correction date of answer 11/03/2019 answer text <p>The high needs national funding formula allocates funding to local authorities through a range of proxy factors, including socio-economic deprivation, low attainment and disability. This is to avoid the perverse incentive to label children as having special educational needs (SEN) or a disability to secure additional funding, which would arise if the number of education, health and care plans determined the amount of funding allocated. As identified in ‘research on funding for young people with special educational needs’, a report by ISOS Partnership in 2015, there is a significant correlation between these proxy indicators and SEN. answer	answer is ministerial correction date of answer 08/03/2019 answer text <p>Like all schools, a maintained nursery school (MNS) can close for a wide range of reasons, and closures can happen at any time.</p><p>There is a statutory process for closing a MNS, and if it does close, the provision that replaces it must be of equal quality, preserve expertise and be more accessible and convenient for parents. The closure of a MNS may result in the staff and children transferring to another provider. The non-recoverable deficit funding provided has helped stabilise AET’s finances and support its long-term viability. The government remains committed to tackling the decline in part-time undergraduate higher education. In particular, the Review of Post-18 Education and Funding is considering how we can encourage learning that is more flexible, including part-time and distance learning.
