This year the priority subject area was special educational needs.</p><p>In round two, the National Scholarship Fund was expanded to include a scholarship for special educational needs (SEN) support staff to undertake a SEN related course or activity. There were 493 applications from SEN support staff and in round three of the National Scholarship Fund there were 225 applications from SEN support staff and in this year’s round (round 4) there were 215 applications from SEN Support Staff.</p><p>Of the £1 million made available for teachers and SEN Support staff in the National Scholarship Fund 2014-15, £792,652.63 was offered to applicants as awards.</p><p>Scholarships will only be awarded where applications are judged to be of sufficient merit. This will determine the number of scholarships awarded. We sought the assistance of colleagues from the sector to form an expert panel to judge the applications. The panel interrogated and ratified the internal assessment process. As impartial educational professionals they brought particular and relevant expertise to the process. Providing help early, before issues and problems escalate, is more effective in promoting the welfare of children than reacting later.</p><p> </p><p>The guidance sets out that local agencies should work together to put processes in place for the effective assessment of the needs of individual children who may benefit from early help services. Decisions about the provision of services, including preventative, early help services, are taken locally by agencies that are best placed to plan provision, taking account of local needs and circumstances.</p><p> </p><p>The Government has also established an Early Intervention Foundation. The Foundation is funded by the Department for Education, the Department for Work and Pensions, the Department of Health, and the Department for Communities and Local Government. It is intended to operate independently of central government, to support the needs of commissioners in implementing early intervention programmes and practice in their local areas. answer	answer is ministerial correction date of answer 17/10/2014 answer text <p>In 2012 the Department for Education published ‘Safeguarding Children across Services: Messages from Research’ by Ward and Davies. This report pulls together a wide-ranging body of existing research on safeguarding children from abuse and neglect and provides a valuable summary of the impact of neglect on children, including their mental health.[1]</p><p>In 2013 the Department published a new analysis of the association between stressful life events and adolescent outcomes, drawing on two existing longitudinal studies; the Millennium Cohort Study (MCS) and the Avon Longitudinal Study of Parents and Children (ALSPAC).[2] More recently, we published an up-to-date review by Ward et al on the impact of maltreatment on child development, including social, emotional and behavioural development.[3]</p><p>Earlier this year the Department published a study focusing specifically on adopted children and their well-being post-adoption.[4] We are currently finalising a similar report focusing specifically on children cared for by Special Guardians; this is due to be published later in the year.</p><p>The Department has commissioned a follow-up for one of the studies originally funded by the Safeguarding Research Initiative: the ‘Significant Harm of Infants study’<em>.</em> This study was set up to explore how decisions made by practitioners have influenced the life pathways of 57 young children who were identified as suffering, or likely to suffer, significant harm before their first birthdays. answer	answer is ministerial correction date of answer 16/10/2014 answer text <p>All schools and colleges have a duty to safeguard and promote the welfare of children.</p><p>All schools are required to carry out mandatory ‘safer recruitment’ checks that help to identify individuals who are not suitable to work with pupils. The Department for Education’s statutory guidance on <em>‘Keeping children safe in education’</em>[1] makes clear that when appointing staff, schools must check police records, police intelligence and Disclosure and Barring Service (DBS) barring lists. Furthermore, anyone who is appointed to teach must not have been prohibited from being so appointed by the Secretary of State.</p><p>These checks ensure that individuals who are barred from working in regulated activity by the DBS are not employed to work with pupils in schools.
