answer text <p>The Department for Education is committed to recruiting high-quality graduates into teaching. The latest data published by UCAS on 25 September 2014 in its ‘UCAS Teacher Training statistical releases’[1], indicates that there will be an increase in computing trainees commencing initial teacher training (ITT) this year, although this will not be certain until the 2014/15 ITT census is published.</p><p>For computing trainees starting their training in 2015/16, we have increased bursaries to up to £25,000 tax-free. We are also funding a prestigious scholarship scheme for computing trainees worth £25,000 tax-free and offering a range of professional benefits. Additional funding has also been made available to schools offering School Direct (salaried) places in computing to boost starting salaries; computing trainees will be able to earn over £21,000 nationally and £25,000 in inner London.</p><p>There are a range of other incentives in place to attract high quality computing trainees into the teaching profession, including:</p><ol><li>The delivery of a targeted marketing campaign to encourage high-quality computing graduates and potential career changers to consider a career in teaching.</li><li>The offering of tailored support for graduates and career changers interested in teaching computing, including access to a School Experience Programme.</li><li>Funding of computing subject knowledge enhancement (SKE) programmes, which prepare applicants for teacher training by building up or refreshing their existing knowledge. 31% of computing applicants who accepted an ITT place for 2013/14 accessed a SKE course.</li></ol><p>[1] <a href="http://www.ucas.com/data-analysis/ucas-teacher-training-statistical-releases" target="_blank">www.ucas.com/data-analysis/ucas-teacher-training-statistical-releases</a></p>

answer text <p>Pupil premium funding is allocated to state-funded schools for each financial year rather than by school year, primarily on the basis of the number of pupils recorded in the January school census as having been registered for free school meals (FSM) at any point in the last 6 years. A smaller proportion of pupils attract the pupil premium on the basis of being looked after, or having left care through adoption or under a Special Guardianship, Residence or Child Arrangements Order.</p><p>The Department for Education has published illustrative pupil premium funding allocations for the financial year 2014-15, based on census data from 2013. Final allocations for 2014-15 will be published later in the year, based on pupil data gathered through the January 2014 school census and the spring 2014 children looked after data return (and also the October 2014 school census, for adopted and other previously looked after pupils who were not recorded as such in the January 2014 school census).</p><p>From the data on which the published illustrative allocations for 2014-15 are based, the Department estimates that 430,350 pupils in reception, year 1 and year 2 will attract pupil premium funding on the basis of having been registered for FSM at any point in the last 6 years.</p><p>Pupil premium final allocations for the financial year 2015-16 will be based on pupil data gathered through the forthcoming January 2015 school census and the spring 2015 children looked after data return. Final allocations for 2015-16 will be published towards the end of 2015. To ensure we have the best estimates, we are working with primary schools and local authorities so that registration rates for benefits-related FSM are maintained for pupils in reception, year 1 and year 2 classes.</p>

answer text <p>In 2012 the Department for Education published ‘Safeguarding Children across Services: Messages from Research’ by Ward and Davies. This report pulls together a wide-ranging body of existing research on safeguarding children from abuse and neglect and provides a valuable summary of the impact of neglect on children, including their mental health.[1]</p><p>In 2013 the Department published a new analysis of the association between stressful life events and adolescent outcomes, drawing on two existing longitudinal studies; the Millennium Cohort Study (MCS) and the Avon Longitudinal Study of Parents and Children (ALSPAC).[2] More recently, we published an up-to-date review by Ward et al on the impact of maltreatment on child development, including social, emotional and behavioural development.[3]</p><p>Earlier this year the Department published a study focusing specifically on adopted children and their well-being post-adoption.[4] We are currently finalising a similar report focusing specifically on children cared for by Special Guardians; this is due to be published later in the year.</p><p>The Department has commissioned a follow-up for one of the studies originally funded by the Safeguarding Research Initiative: the ‘Significant Harm of Infants study’<em>.</em> This study was set up to explore how decisions made by practitioners have influenced the life pathways of 57 young children who were identified as suffering, or likely to suffer, significant harm before their first birthdays. Neither the review nor the inspection makes specific judgements about the sexual exploitation of children or the effectiveness of the local child sexual exploitation action plans. However, inspectors are required to include in the cases they evaluate “children at risk of harm from physical, emotional and sexual abuse and neglect; inspectors will also want to identify those children and young people where the local authority have concerns that they may be vulnerable to child sexual exploitation and those children and young people who have been missing from care, home and education”. In undertaking the LSCB review inspectors are required to “evaluate the quality and impact of the policies and procedures produced by the LSCB, such as the local thresholds document and the child sexual exploitation action plan.” An LSCB’s response to child sexual exploitation is considered as part of the overall judgement on the performance of the LSCB. Seven LSCBs of the 3<ins class="ministerial">3</ins><del class="ministerial">1</del> inspected since the new framework came into being in November 2013 have been found to be inadequate.</p>

answer text <p>I wrote to 87 local authorities in March and April 2014, raising my concern about the 2013 examination results of disadvantaged pupils in particular maintained schools within their areas, and asking them to support those schools’ improvement. answer text <p> </p><p> </p><p>Only young people who meet the eligibility criteria set out in the Traineeships Framework for Delivery can take up a traineeship. For 2013/14, the core target group for traineeships are young people aged 16-23 who:</p><p>1. are not currently in a job and have little work experience, but who are focused on work or the prospect of it;</p><p>2. are 16-19 and qualified below Level 3 or 19-23 and have not yet achieved a full Level 2; and whom</p><p>3. providers and employers believe have a reasonable chance of being ready for employment or an apprenticeship within six months of engaging in a traineeship.</p><p> </p><p>The Department for Education does not collect information centrally on traineeship applications in the same way that the Department does not collect data on applications for other pre-employment training provision.</p><p> </p><p>In June we published data showing that there were 7,400 traineeships starting between August 2013 and April 2014 – the first nine months of the programme.
