answer text <p>The London Economics report on funding in sixth form education for the Sixth Form College Assocation includes an assessment of the cost of widening the curriculum for students. All 16 to 19 providers, including Sixth Form Colleges, have a vital role to play in making sure young people have the skills they need to get on in life, and we are currently considering the efficiency and resilience of the further education sector, and assessing how far existing funding and regulatory structures meet the costs of delivering quality further education.</p><p> </p><p>We have protected the base rate of funding for 16 to 19 year olds for all types of providers until 2020 and our commitment to the 16 to 19 sector has contributed to the current record high proportion of 16 and 17 year olds who are participating in education or apprenticeships. However, we are aware of the funding pressures and will continue to look carefully at funding for the sector in preparation for the next Spending Review.</p><p> </p>

answer text <p>We recognise that every young person should have access to an excellent education which is why we announced in the last spending review that we will continue to protect the base rate of funding for 16 to 19 year olds until 2020. We are continuing to provide disadvantage funding (over £500 million in 2017/18) and other uplifts in addition to the base rate of funding for programmes that are more expensive to deliver.</p><p>In addition we have announced funding increases to strengthen education for 16 to 19 year olds in key respects. We are offering further funding to support institutions to grow participation in level 3 maths (an extra £600 for every additional student), and to pilot extra support for post-16 basic maths.</p><p>We are making a substantial investment in technical education for 16 to 19 year olds, rising eventually to an additional £500 million a year when T Levels are fully rolled out. Our commitment to the 16 to 19 sector has contributed to the current record high proportion of 16 and 17 year olds who are participating in education or apprenticeships since consistent records began.</p><p>The department works closely with HM Treasury in considering spending on 16 to 19 education. We are actively exploring the efficiency and resilience of the further education sector and will be assessing how far existing and forecast funding and regulatory structures enable high quality provision.</p><p> </p><p> </p>

answer text <p>The department keeps under review the use of the 16 to 19 Bursary Fund to inform our understanding of whether this is effectively supporting our most economically disadvantaged students.</p><p> </p><p>A number of other financial support schemes are available to eligible 16 to 19 year olds such as support for free meals in further education, childcare costs if needed and residential support.</p><p> </p><p>Together these are supporting young people to participate in education whatever their financial situation and have contributed to the current record high proportion of 16 to 17 year olds who are participating in education or apprenticeships, the highest since consistent records began.</p><p> </p><p> </p> more like this

answer text <p>As in any financial year, the department is required to manage its 2017-18 finances in order to make best use of the resources available across its budgets and responsibilities. This includes using budgets flexibly to manage any underspends and budget pressures. answer text <p>The Education and Skills Funding Agency provides combined funding allocations for the merged institution based on the allocations that would have been made to the individual merging institutions</p><p><br> If there are special circumstances, such as the terms of a merger changing the nature of the student body, the merged college can submit a business case to adjust funding allocations accordingly, which will be considered on its merits</p><p><br> In certain circumstances, the government's Restructuring Facility may be available. Further Education or Sixth Form Colleges in England, impacted by a substantive Area Review recommendation, including merger, and who are unable to fund the change themselves, can seek funding from this.</p><p>The Restructuring Facility is available to support eligible expenditure up to March 2019, with the last date for applications in September 2018.</p> more like this

answer text <p>Budgets for 16 to 19-year-old education are set on the basis of the established funding formula which uses student number estimates. As in 2014-15 and 2015-16, student numbers and associated costs were lower than these estimates in 2016-17 which resulted in a lower spend of £106m. This represents 1.8% of the budget that was available for reallocation. Because this was a result of lower student numbers, it did not affect funding per student.</p> more like this
