answer text <p>The department is aware that language skills are crucial to help people integrate into life in England, as well as to break down barriers to work and career progression. This is why we want to support all adults in England to secure the English language skills that they need.</p><p>The department funds English for Speakers of Other Languages (ESOL) provision through the Adult Education Budget (AEB). Currently, approximately 60% of the AEB is devolved to 9 Mayoral Combined Authorities and the Mayor of London, acting where appropriate through the Greater London Authority. These authorities are responsible for the provision of AEB-funded adult education for their residents, including ESOL, and allocation of the AEB to providers. The Education and Skills Funding Agency is responsible for the remaining AEB in non-devolved areas, where colleges and training providers have the freedom and flexibility to determine how they use their AEB to meet the needs of their communities.</p><p>The department also continues to work closely across Government to meet emerging ESOL needs. For example, acting quickly to ensure all Ukrainian adults and their family members that are supported through the Ukraine Family Scheme, Ukraine Sponsorship Scheme and Ukraine Extension Scheme are immediately eligible for further education funding for ages 19+ , including access to ESOL provision and exemption from the 3-year residency requirement, as per the current AEB funding rules.</p><p>In addition, through the Qualifications Review the department is ensuring that the ESOL provision on offer continues to support adults to achieve their potential in life, study and work.</p>

The department funds English for Speakers of Other Languages provision for eligible adults aged 19 and over through the Adult Education Budget (AEB).</p><p>Currently, approximately 60% of the AEB is devolved to nine Mayoral Combined Authorities and the Mayor of London, acting where appropriate through the Greater London Authority. These authorities are now responsible for the provision of AEB-funded adult education for their residents and allocation of the AEB to providers.</p><p>The Education and Skills Funding Agency (ESFA) is responsible for funding eligible learners resident outside of these areas. Most of the AEB that is managed by the ESFA is allocated to grant funded providers including further education colleges, local authorities, higher education institutes, and specialist designated institutions. Where a provider that directly receives AEB or 16 to 19 ESFA/department funding can evidence that it would enhance the quality of the learner offer they may subcontract to another delivery organisation. Directly funded providers are required to undertake thorough due diligence checks when appointing any delivery subcontractor and must comply with the department's subcontracting rules.</p><p>The 2021 Autumn Budget and Spending Review has made available an extra £1.6 billion for 16-19 education in 2024/25, compared with 2021/22. This is the biggest increase in funding for a decade.</p><p>In support of local authorities’ statutory duty to secure provision in a local area, the department will consider their requests to fill a gap in provision. Where evidenced gaps cannot be filled through negotiation with good existing providers, they are put out to tender through open competition.</p><p> </p>

answer text <p>Ukrainians aged 19 and over and their family members settled under the Home Office Ukraine schemes in the UK can access training to gain the skills they need to move on with their lives. This includes immediate eligibility for provision funded through the Adult Education Budget, including English for Speakers of Other Languages (ESOL), and level 3 free courses for jobs offer.</p><p> </p><p>Ukrainians aged 19 and above will be able to access adult education, including ESOL, by contacting their local authority or further education college directly. The college will be able to confirm what courses are available and when.</p><p> </p><p>Additionally, the Open University has published a range of helpful resources for Ukrainian nationals arriving in the UK to learn English. More information can be found at: <a href="https://www.open.edu/openlearn/supporting-ukrainians" target="_blank">https://www.open.edu/openlearn/supporting-ukrainians</a>.</p><p> </p><p>The Office for Students has been delivering up to £4 million of additional support, as instructed by my right hon. Friend, the Secretary of State for Education, to higher education (HE) providers in England to assist students from Ukraine whose financial means have been impacted by events in Ukraine.</p><p> </p><p>The department is also working in close partnership with the Ukrainian Ministry of Education to facilitate entrance exams for Ukrainian nationals arriving in the UK who wish to continue their HE education in Ukrainian at their Ukrainian universities, remotely.</p><p> </p><p>Ukrainians aged 16 to 19 living in the UK under the Ukraine Family Scheme, and under Homes for Ukraine scheme are eligible to enrol as a student in a 16-19 provider, including colleges. Providers may ask to see evidence of their eligibility. 16-19 study programmes can include ESOL courses or other English tuition, depending on the needs of the individual student.</p>

answer text <p>The department is preparing to make sure all school-age children who resettle from Ukraine are able to access education. We are working across government on this and will set out more details when available.</p><p>Just like any other children living in the UK, Ukrainian children have a right to attend school in England. Local authorities are obliged to offer suitable schooling. All school-age children arriving from Ukraine will be eligible.</p><p>Schools are responsible for ensuring that all their pupils, including those who have a first language other than English, develop the English language skills they require to access the curriculum and achieve their potential. Schools are experienced in supporting children with English as an additional language. The expectation that they should do so is set out in the Teachers’ Standards. It is also covered in initial teacher training (ITT) courses.</p><p>All ITT courses must be designed to allow trainees to meet the teachers’ standards, including standard 5. This states that teachers adapt teaching to respond to the strengths and needs of all pupils. Standard 5 is clear that all teachers must have a clear understanding of the needs of all pupils, including those with English as an additional language. The Teachers’ Standards are available here: <a href="https://www.gov.uk/government/publications/teachers-standards" target="_blank">https://www.gov.uk/government/publications/teachers-standards</a>.</p><p>Ukrainians aged 19+ and their family members settled under the Ukraine Family Scheme, and the Ukraine Sponsorship Scheme (Homes for Ukraine) in the UK, can access training to gain the skills they need to move on with their lives. This includes provision funded through the Adult Education Budget, including ESOL, and level 3 free courses for job offer.</p>
