Where a child has a statement of special educational needs (SEN), it should detail the provision that the child requires to meet their SEN. The local authority has a duty to ensure that the provision set out in the statement is made.</p><p> </p><p>Where a parent feels that the provision specified in a statement is no longer sufficient, they can request a reassessment. They can appeal to the First-tier Tribunal for Special Educational Needs and Disability against any decision not to re-assess, or if they do not agree with the provision set out in the resulting statement.</p><p> </p><p>The Children Act 2014 makes provision for education, health and care plans (EHC plans) to replace statements. EHC plans will cover the full range of the child's needs. They will be subject to the same protections and rights of appeal as statements. When teaching SRE, all schools (including academies through their funding agreements) must have regard to the Secretary of State’s guidance.</p><p> </p><p> </p><p> </p><p>The statutory guidance makes clear that all sex and relationship education should be age-appropriate and that schools should ensure that young people develop positive values and a moral framework that will guide their decisions, judgments and behaviour.</p><p> </p><p> </p><p> </p><p>The Department for Education also encourages schools to draw on resources produced by experts to inform their SRE teaching. The most recent data available relates to the position at May 2013 and is published online at:</p><p><a href="https://www.gov.uk/government/publications/school-capacity-academic-year-2012-to-2013" target="_blank">https://www.gov.uk/government/publications/school-capacity-academic-year-2012-to-2013</a></p><p> </p><p>Information on the requirement for secondary school places amongst religious denominations is not available. Local authorities are required to provide pupil forecasts at planning area level and broken down by year group, from Reception to Year 13. We do not collect forecasts of pupil numbers by religious denomination.</p><p>We continue to provide capital funding to local authorities to assist them in providing additional school places, and we monitor the situation regularly to ensure there are sufficient places to meet local need. To ensure that the data is sufficiently robust before it is put to any further use, I asked officials to share the data we had gathered with schools and responsible bodies and rectify any significant variances in the dataset.</p><p> </p><p>The deadline for feedback from schools and responsible bodies has recently passed and officials are presently considering where we need to update the survey information. 	answer	answer is ministerial correction date of answer 08/12/2014 answer text <p>The Department for Education have taken a number of actions as part of the Government’s plan to increase the supply and affordability of childcare.</p><p> </p><p>The Department has extended free early learning places to around 260,000 two-year-olds from September 2014. Low income working parents can already benefit from support through the childcare element of working tax credit. Once Universal Credit is introduced this will rise to 85% of costs. From autumn 2015 almost 2 million families could benefit from a new tax free childcare scheme, worth up to £2,000 per child which will expand support for affordable childcare and stimulate demand. We are investing £50 million through a new Early Years Pupil Premium to support the early education of disadvantaged children.</p><p> </p><p>Our reforms to the role of local authorities have reduced unnecessary bureaucracy and improved consistency in accessing Government funding. All providers judged ‘good’ and ‘outstanding’ by Ofsted and providers newly registered with Ofsted are guaranteed early education funding making it easier for existing providers to expand their business and new providers to enter the market.</p><p> </p><p>We have relaxed planning rules so that non-domestic early years childcare providers can deliver additional and high quality places to meet increasing demand allowing premises previously used for offices, hotels, non-residential institutions, and leisure and assembly purposes to be able to change use to nurseries. We are exploring local authorities’ use of their discretionary rate relief powers to support business rates costs falling to childcare providers.</p><p>We have brought forward legislation to enable providers to register multiple premises in a single registration process so, for example, a nursery chain can notify Ofsted of its intention to open a number of new settings in a single registration process.</p><p> </p><p>We have also brought forward legislation to remove the requirement for schools to register separately with Ofsted to take two-year-olds and are supporting partnership working between schools and private and voluntary providers.</p><p> </p><p> </p><p>We know that high-quality childcare has a powerful impact on children’s outcomes, particularly the most disadvantaged children. We allocate basic need funding to local authorities to help create new school places where they are needed. The London Borough of Barnet has been allocated £27.9 million for the period 2015-18. Barnet also received £68.7 million of basic need funding between 2011 and 15, which is an increase of 49.5 million compared to the amount spent by the previous government in the period 2007-11.</p><p>The money allocated to Barnet since 2011 has helped to create 7,136 new school places between 2010 and 2014. They are expected to comply with their legal duties under the Equality Act 2010.</p><p>The Government published general guidance on the Equality Act 2010 (<a href="https://www.gov.uk/guidance/equality-act-2010-guidance" target="_blank">https://www.gov.uk/guidance/equality-act-2010-guidance</a>). Specific guidance for HEIs is produced by the Equality Challenge Unit (ECU) which supports equality and diversity for staff and students in HEIs across the UK. Their publications include guidance on the implications for HEIs of the Equality Act 2010 which is available online (<a href="http://www.ecu.ac.uk/guidance-resources/equality-legislation/" target="_blank">www.ecu.ac.uk/guidance-resources/equality-legislation/</a>) and guidance on supporting the practice and expression of religion and belief amongst staff and students (<a href="http://www.ecu.ac.uk/guidance-resources/inclusive-environment/providing-support/religion-belief/" target="_blank">http://www.ecu.ac.uk/guidance-resources/inclusive-environment/providing-support/religion-belief/</a>).</p><p>In September 2015 the Government asked Universities UK (UUK) to set up a Harassment Taskforce, composed of university leaders, student representatives and academic experts, to consider what more can be done to address harassment on campus, including on the basis of religion and belief. The taskforce published its report, <em>‘Changing the Culture’,</em> on 21 October 2016 which makes clear recommendations about steps universities can take to ensure an effective and tailored response to hate crime or harassment based on an individual’s religious belief and recommends that institutions adopt a zero-tolerance approach. This includes the statutory Prevent duty. The government has published statutory guidance on Prevent (<a href="https://www.gov.uk/government/publications/prevent-duty-guidance" target="_blank">https://www.gov.uk/government/publications/prevent-duty-guidance</a>) explaining that universities are required to consider the impact and mitigations needed to host a particular speaker and whether their views constitute extremist views and risk drawing people into terrorism.</p><p> </p><p>The sector takes these issues seriously and has produced a variety of helpful guidance for hosting speakers.
