answer	answer is ministerial correction date of answer 13/04/2016 answer text <p>The Department for Business, Innovation and Skills (BIS) is committed to ensuring that all of its key policies and programmes are based on high quality evidence and subject to robust monitoring and evaluation. The foundation for this vision was set out in the Department’s Evaluation Strategy published in December 2014 and the first update - BIS Evaluation Plan 2016.</p><p>A substantial amount of work is undertaken across the Department to better understand, and develop, the evidence underpinning investment options. For example, in preparation for Spending Review 2015, the Department thoroughly reviewed its evidence base, through Evidence Challenge Panels (ECP) and an Investment Gateway (IG) process. The ECP membership consisted of Directors of spend areas and provided senior peer review of work underway to address the key evidence gaps and to support longer term planning to develop BIS’ evidence base. The IG was set up to support prioritisation of spend and ensure investment decisions are based on robust business cases consisting of strategic, economic, financial, management and commercial assessments. The IG panel includes the chief analyst and DG finance. answer	answer is ministerial correction date of answer 12/04/2016 answer text <p>In 2012, the previous Government asked Graeme Nuttall to advise on what more could be done to increase the number of businesses with employee ownership. The Nuttall Review identified 28 recommendations to address three main constraints: lack of awareness of the concept; lack of resources to support the model; and actual or perceived legal, tax and other regulatory barriers. The action taken to address the recommendations is explained in the ‘<em>The Nuttall Review of Employee Ownership - One Year On’</em> report published in November 2013 and available on the gov.uk website.</p><p>The Government now expects the private sector to make the business case for this model through organisations such as the Employee Ownership Association – the representative body for employee-owned businesses.</p><p>Ongoing encouragement for employee ownership is provided through four approved share schemes which have tax-advantages for both employees and employers. These are the Company Share Option Plan (CSOP), Enterprise Management Incentives (EMI), Save As You Earn (SAYE) and Share Incentive Plan (SIP) which are administered by HMRC. The Permanent Secretary went to Sheffield in January to inform staff of the intention to close the Sheffield office and to answer questions.
