answer text <p> </p><p>The Department for Business, Innovation and Skills has not collected any quantitative information on the number of zero-hours contracts in the UK which bar any additional employment. The Chartered Institute of Personnel and Development (CIPD) suggested, in its report <em>Zero Hours Contracts: Myth and reality</em> that 9% of workers on zero hours contracts reported that they were never allowed to work for another employer when their primary employer had no work for them.</p><p> </p><p> </p><p> </p> more like this

answer text <p> </p><p>We announced further reforms to public procurement on 30 May to speed up payments by public bodies to small businesses. These include improvements to e-invoicing, procurement processes and greater powers for Ministers to investigate complaints raised by the Cabinet Office's ‘mystery shopper scheme'.</p><p> </p><p> </p><p> </p><p>We have also announced new legislation that will require larger businesses to report on their payment performance and practices. Increasing transparency and driving openness is at the heart of building a more responsible payment culture that UK businesses need to thrive.</p><p> </p><p> </p><p> </p><p>Recent research suggests that UK businesses experience an average 17 day delay to payment of invoices. This is a reduction in the past two years but a figure that is still too high and is holding back investment and growth.</p><p> </p> more like this

answer text <p>We continue to work hard to provide the right support to make life easier for small and medium sized business everywhere.</p><p> </p><p>www.gov.uk is the home for Government services and information online. One of the tools available is the 'Finance and Support Finder;' a searchable database of publicly-backed sources of finance and business support. The website www.greatbusiness.gov.uk also provides support and advice for anyone trying to start or grow a business.</p><p> </p><p>In addition to on-line support, the Business Support Helpline is available to provide a quick response on queries about starting a business, or a personalised and in-depth advice service for more complex needs.</p><p> </p><p>Cumbria has benefitted from a number of support schemes. The Start-Up Loan Scheme has provided business advice and 43 loans with a value of £275,000 to people starting a business. Since May 2010, 165 companies have benefitted from the Government's Enterprise Finance Guarantee Scheme with a drawn down value of £12.1 million. 470 employer workplaces have received payments to take on an Apprentice's through the Apprenticeship Grant for Employers Scheme (AGE 16-24).</p><p> </p><p> </p>
