answer text <p> </p><p> </p><p> </p><p>The Welsh Government and the UK Government have concurrent powers to promote international trade and inward investment. UK Trade &amp; Investment (UKTI) has lead UK responsibility for the provision of support and assistance to new and existing exporters of goods and services both at home and overseas. The Welsh Government is responsible for devising and implementing additional programmes to meet the particular needs of companies in Wales.</p><p> </p><p>UKTI works closely with the Welsh Government's trade and Investment team who deliver services on the ground in Wales. Companies in Wales therefore have access to the support provided both by Welsh Government and UKTI.</p><p> </p><p>UKTI uses its Performance and Impact Monitoring Surveys (PIMS) to measure the performance and impact of its support across the UK. The PIMS evidence is periodically complemented by independent impact evaluations. answer text <p> </p><p>The Government plays no direct role in the provision of student residential accommodation, nor does it specifically fund universities to provide such accommodation. As such, this is not an area where the Government can intervene.</p><p> </p><p> </p><p> </p><p>However, Higher Education Institutions (HEIs) and private providers of ‘halls of residence’ type accommodation are required to belong to one of two Codes of Practice. These are the Student Accommodation Code <a href="http://www.thesac.org.uk/" target="_blank">http://www.thesac.org.uk/</a></p><p> </p><p>and the Accreditation Network UK <a href="http://www.anuk.org.uk/aboutus/aboutus.asp" target="_blank">http://www.anuk.org.uk/aboutus/aboutus.asp</a>.</p><p> </p><p>These Codes of Practice protect students’ rights to safe, good quality accommodation, wherever they are studying. They outline what students can expect from their accommodation as well as their responsibilities as tenants.</p><p> </p><p> </p><p> </p><p>Some other private providers offer student accommodation, off campus, on the basis of an Assured Shorthold Tenancy (AST). For students in these properties, rents would be set by the landlord at the market rent achievable for that type of accommodation. Under Section 22 of the Housing Act 1988, if an AST tenant considers the rent to be excessive, he or she could apply to the first tier tribunal for a determination of the rent. Given these protections, Government has no plans to act in this area.</p><p> </p><p> </p><p> </p><p>In addition, since 2012, the Key Information Set includes information on the average cost of accommodation for each HEI. answer text <p> </p><p>Higher education institutions are independent and autonomous organisations and are already subject to the strong legal requirements in the Equality Act 2010. They have clear duties to ensure that disabled students do not face discrimination whilst applying to, and studying in higher education. Where an individual believes they have been discriminated against and a dispute occurs, there are already well established processes in place for raising a formal complaint, initially through the university's internal complaints procedure and then, if unresolved after completing that process, the Office of the Independent Adjudicator (OIA).</p><p> </p> more like this

answer text <p> </p><p>Further Education colleges receive funding in respect of both young people aged 16-19 and adult learners aged 19 and over. We set out government priorities for adult skills provision annually in the Skills Funding Statement<sup><sup>[1]</sup></sup>, with the Department for Education setting out its priorities in a letter to the Sector<sup><sup>[2]</sup></sup>.</p><p> </p><p> </p><p> </p><p>As independent autonomous organisations it is for college governing bodies to ensure value for money by designing an appropriate local offer that employers and learners value and are prepared to invest in.</p><p> </p><p> </p><p> </p><p>In the last Spending Review, the Government looked to protect overall levels of adult Further education (FE) funding. The funding for adult Teaching and Learning in 2014-15 is broadly the same as 2012-13. Over this parliament the Government has undertaken a radical reform programme enabling FE colleges to use their freedoms and flexibilities to provide the high quality skills their learners, local economy and businesses need. answer text <p> </p><p>The Government launched the Retail Industry International Action Plan in March 2013. The plan has two main elements which aims to deliver £500 million of value to the UK economy and assist 1,000 UK companies:</p><p> </p><p> </p><p> </p><p>1. We are assisting UK retailers to grow internationally through global campaigns in high growth markets such as China, India, the ASEAN markets and Emerging Europe. The work has included taking 250 companies to new markets through high level trade missions and we anticipate taking another 150 during this financial year. As part of this programme UKTI signed a Memorandum of Understanding (MoU) with TMall (part of the Alibaba Group) to help UK companies sell via China's largest internet retailer. We are now in the process of negotiating MoUs with a number of leading platforms across the globe. We will be officially launching the e-Exporting programme in Autumn 2014.
