The report focuses on growth in UK exports as the measure of this benefit. It does not account for the broader positive impacts of the Single Market on the UK, including enhanced competition and innovation at home.</p><p> </p><p> </p><p> </p><p>The report refers to Switzerland as an example of a county that has negotiated Free trade Agreements (FTA) as a non-member of the EU. The impact on the UK’s exports of withdrawal from the EU would depend on whether the UK could negotiate similar trade agreements’ to those it currently has as a member of the EU. It would also depend on the FTA that it could negotiate with the EU itself. answer	answer is ministerial correction date of answer 17/11/2014 answer text <p>Our mainstream vocational education programmes in England are designed to equip people with the wide range of vocational and generic skills that employers need:</p><p> </p><p>• Employers are in the driving seat of new apprenticeships – by designing frameworks and standards so that they contain the elements, and young people are equipped with the skills, that employers need.</p><p> </p><p>• Work experience and employability skills are key elements of traineeships which are designed for those who are motivated to work but lack the necessary skills, behaviours and experience.</p><p> </p><p>• Projects under the Employer Ownership Pilot cover a wide range of training provision led by employers. Many of these training areas will cover interpersonal skills as it is ultimately for employers to decide which areas of training they value and are of most importance.</p><p> </p><p>• Ofsted inspection of vocational education provision includes consideration of employability skills.</p><p> </p><p>One of the main priorities of the new European Social Fund (ESF) programme for 2014-2020 is to develop the skills of the potential and existing workforce, with special emphasis on helping young people. There will be particular focus on reducing the relatively high proportion of people with low levels of qualifications/skills and developing those skills, including interpersonal skills which have been identified by employers as meeting their needs.</p><p> </p><p>Young people are being given better support to get ready for employment through the Department for Education’s 16-19 Study Programmes. answer	answer is ministerial correction date of answer 11/11/2014 answer text <p>The UK is the second largest exporter of services globally, with services exports valued at £193bn in 2012, accounting for 40% of overall UK exports. The Government is taking steps to strengthen exports of the service sector through: trade negotiations; UK Trade and Investment business support for service exporters; and through the current Industrial Strategy, incorporating eleven sector strategies, including for the highly regarded Professional and Business Services sector. The UK Government is a strong supporter of the Trade in Services Agreement negotiation which could be worth £2-3bn to the UK as the EU’s most externally competitive services economy. The UK is also working closely with other EU countries to ensure that the new European Commission prioritises deepening of the single market in services through the removal of remaining barriers to trade. There were also 32,700 non apprenticeship starts associated with the EOP.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p>To date, £52.9m of EOP funding has been drawn down by beneficiaries. The balance of funding is expected to be drawn down over the period to financial year 16/17.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p>* Provisional data are subject to change. answer	answer is ministerial correction date of answer 11/11/2014 answer text <p>Through the West of England Growth Deal, the Government is investing over £212 million in the region to create and safeguard up to 5,000 jobs, and generate up to £180 million in public and private investment. Investment will also be focused on ensuring the West of England has the right skills within the workforce and key sectors such as: aerospace and advanced manufacturing; creative and digital media; and high-tech industries.</p><p> </p><p> </p><p> </p><p>This Growth Deal builds on the significant investment the Government has already made in the Bristol region through: the Bristol City Deal; Regional Growth Fund; and Growing Places Fund. Moving forward, the Government, the West of England Local Enterprise Partnership, business and local councils will continue to work together to support economic growth, attract inward investment, and ensure the skills needs of the local area are met .</p><p> </p><p> </p><p> </p><p>A task force based on the Skills and Jobs Retention Group, including local and national Government, local partners, Rolls Royce, the supply chain and others will be established to ensure we do all we can. The Group has a successful track record at redeploying engineering talent with other, growing businesses, most recently working with BAe. The company is now in consultation with their workforce representatives about where and how these reductions will be made, although their intention is to achieve these on a voluntary basis</p><p> </p><p> </p><p> </p><p>It is not yet clear where jobs will be lost or how many UK employees might be affected. However, we are in regular contact with Rolls-Royce and will be working with them to mitigate the impact on the individuals affected, including any who may be based in the Bristol region. Rolls-Royce will use the Talent Retention Solution which has been jointly developed by Government and industry and which matches skilled engineers with employers looking for talent. Most recently, he spoke with John Rishton, Chief Executive of Rolls-Royce on 3rd November. I also speak to aerospace employers regularly, including through the Aerospace Growth Partnership.</p><p> </p><p> </p><p> </p><p>Over the past year, my Rt Hon Friend the Secretary of State for Business, Innovation and Skills has visited Bristol on three separate occasions on 3 April, 7 July and 30 October. On 3 April he visited Redcliffe Precision, a small aerospace company, and he also met with West of England Local Enterprise Partnership which includes Bristol Airport and Airbus. On 7 July he visited Bristol Robotics Laboratory.
