answer text <p>The Department does not hold figures for the number of homes built in National Flood Zone 3.</p><p>Estimates of the numbers of new homes built in National Flood Zone 3 within each region can be obtained by comparing the percentage of new residential addresses created that were in National Flood Zone 3, with the number of new build completions by region as published in Table 118 at <a href="https://gbr01.safelinks.protection.outlook.com/?url=https%3A%2F%2Fassets.publishing.service.gov.uk%2Fgovernment%2Fuploads%2Fsystem%2Fuploads%2Fattachment_data%2Ffile%2F850826%2FLive_Table_118.xls&amp;data=02%7C01%7CAndrew.Presland%40communities.gov.uk%7C29c25dbd2a0d4417399808d7c02317ea%7Cbf3468109c7d43dea87224a2ef3995a8%7C0%7C0%7C637189129322448968&amp;sdata=qjIW45b7%2FZdCtEs3lUgOHCJPKPrz0fXR52XnR1TSUO8%3D&amp;reserved=0" target="_blank">https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/850826/Live_Table_118.xls</a>.</p><p>A table has been provided giving percentages for each region for all homes built within National Flood Zone 3, from the beginning of the new data series in 2013-14 to the latest year available.</p><p>All local planning authorities are expected to follow the strict tests set out in national planning policy and guidance, which includes steering development away from high risk flood areas. Where development in flood risk areas is considered, national planning policy is clear that it should be safe, resilient and not increase flood risk anywhere. We have been clear that new housing is not appropriate and should not be allowed in a functional floodplain, where water has to flow or be stored in times of flood.</p>

answer text <p>We are moving towards legislation on leasehold reform, reaffirming our commitment to making the system fairer for leaseholders. This will include measures to ban the sale of new leasehold houses, restrict ground rents to a peppercorn for future leases, give freehold home owners equivalent rights to challenge unfair charges, and close loopholes to prevent unfair evictions</p><p><br> The Government supports the increased use of commonhold. Reform to commonhold legislation is needed to support greater take up of the tenure. That is why the Government is working closely with the Law Commission as part of their 13th Programme of Law reform to reinvigorate commonhold and provide greater choice for consumers. The Law Commission undertook a consultation earlier this year and are now analysing responses. They will report back to Government later in the year.</p> more like this
