answer text
The Government is committed to reducing homelessness and rough sleeping. No one should ever have to sleep rough. That is why we have recently published our Rough Sleeping Strategy, which will help people who sleep rough now and puts in place the structures to end rough sleeping once and for all. It sets out the first steps towards achieving our aim to halve rough sleeping by 2022 and end it altogether by 2027, backed by £100 million of funding over the next two years.

We have set up a Rough Sleeping and Homelessness Reduction Taskforce which brings together ministers from key departments in preventing and reducing rough sleeping and homelessness, including the Department for Health and Social Care. The Taskforce will drive forward the implementation and delivery of our Rough Sleeping Strategy to achieve our commitment. Alongside the Taskforce, we have an expert Rough Sleeping Advisory Panel formed of key representatives from the homelessness sector and local government who fed into the Strategy and will continue to meet.

We are also committed to working with all local authorities as we move towards a country where no one should ever sleep rough through our Rough Sleeping Initiative, in which we are providing 1,750 additional bed spaces for rough sleepers and an additional 531 dedicated homelessness workers. We are also working with local areas through measures set out in our Rough Sleeping Strategy such as the Rapid Rehousing Pathway, strengthening local homelessness strategies and supporting Health and Wellbeing Boards to recognise and respond to the health needs of people who sleep rough.

If they do place a household in another borough, they must follow the rules we have set out and also notify that local authority.

The provision of support to households placed in temporary accommodation is essential to ensure that they are able to continue to enjoy a reasonable quality of life and access the range of services they need.

In formulating their homelessness strategies, housing authorities should consider what arrangements need to be in place to ensure that households placed in temporary accommodation, within their district or outside, are able to access relevant support services.

Organisations, such as charities and faith groups, and the thousands of people who volunteer with them, play an important role in giving real help to those who are homeless. Working in close partnership with established and statutory homelessness services, they are part of vital work to provide consistent, high quality support.

answer text
One person without a home is one too many and we are determined to tackle homelessness and rough sleeping.

Local authorities have powers and strong incentives to tackle empty homes, and through the New Homes Bonus they earn the same financial reward for bringing an empty home back into use as building a new one. To go even further, we recently announced proposals to strengthen the powers available to local authorities to tackle empty homes which mean that local authorities will be able to charge a 100 per cent council tax premium (currently 50 per cent) to homes that have been empty for more than two years.

In order to place homeless households into settled accommodation more quickly, we changed the law in 2011 to allow councils to place families in decent and affordable private rented homes.

The Rough Sleeping and Homelessness Reduction Taskforce will drive forward the implementation of a cross Government strategy to achieve our commitment of halving rough sleeping by 2022 and eliminating it altogether by 2027. The Taskforce met for the first time on 7th March and we will publish the strategy by July this year.
