<p>Paragraph 4A of Schedule 1 to the Building Act 1984 has been used a number of times to authorise the operation of competent person schemes through amendments to the Building Regulations. Each time it has been used the Department has published an impact assessment setting out the costs and benefits of the additional authorisations.</p>
