answer	answer is ministerial correction date of answer 24/07/2017 answer text <p>The Department’s view is that external walls in a tower block can meet the Building Regulations requirement for resisting fire spread in two ways. The first is for each individual component of the wall to be of limited combustibility, and to each meet set standards. The second is to ensure that all the combined elements of a wall, when tested as a whole system, have sufficient fire spread resistance to meet a set standard.</p><p>We are currently undertaking further testing of whole external wall systems to determine whether they would have sufficient fire spread resistance. answer	answer is ministerial correction date of answer 06/09/2017 answer text <p>In line with advice from a panel of independent experts, the testing process for cladding samples being run by the Building Research Establishment (BRE) is specifically designed to characterise the core of Aluminium Composite Material (ACM) cladding samples.</p><p>The tests are not designed for, nor can they provide suitable information on, any non-Aluminium Composite Material (ACM) cladding samples.</p><p>In each of these cases the landlord will be informed that their sample is not ACM cladding and has not been tested. On the advice of the Independent Expert panel, the Government has now commissioned the Building Research Establishment to test different wall cladding systems using three common types of ACM panelling with two commonly used types of insulation. The results will provide further evidence of how some commonly used wall systems using ACM perform in a fire. This evidence will be used to produce further advice to inform building owners’ decisions on whether they need to take any additional action to make their buildings safe.</p><p>Advice was provided on 14 July in a note to all building control bodies, which highlighted the key Building Regulation requirements when cladding work on high rise buildings over 18 metres tall is undertaken. Testing is being undertaken by the Building Research Establishment where Aluminium Composite Material (ACM) cladding is identified. We have alerted owners, landlords and managers of private sector residential blocks to the issue and have made the testing facility available to them.</p><p>Where testing of ACM cladding reveals concerns, the priority in the first instance is to work with the relevant local authority and the fire and rescue service to determine the most appropriate course of action. Where we have results for specific areas, and tenants have been informed of the action to be taken, then further details will be released publicly. Systems that failed the Government’s large scale cladding tests are in use on 165. Cladding systems that passed the tests are in use on eight social housing towers. As each test was completed the Government contacted the owners of all affected buildings to share detailed advice drawn up by the Independent Expert Advisory Panel. We have since been in regular contact with every local authority and housing association in the country to identify all social housing tower blocks above 18 meters that are clad specifically in aluminium composite material (ACM). Based on work to date, we know there are 173 high rise social housing buildings with ACM cladding in England and that 165 of these buildings have cladding systems that present fire hazards. Where Aluminium Composite Material (ACM) cladding is present on housing over 18 metres in height, the Government is providing testing for local authorities, housing associations and private sector landlords free of charge. If the screening tests indicate that such cladding would not meet the limited combustibility requirements of the current Building Regulations guidance, local authorities, housing associations, private sector landlords and the fire and rescue service will determine the best course of action, communicating closely with residents. We have given landlords advice on the immediate mitigating actions they should take and are consulting an expert advisory panel to develop further advice.
