answer text <p>The Green Climate Fund is aiming to spend 50% of funds helping developing countries to limit or reduce their greenhouse gas emissions, and 50% helping them adapt to the adverse effects of climate change (with the aim that at least 50% of the adaptation funding goes to the most vulnerable countries).</p><p>The Fund is governed and supervised by a Board of 24 members, composed of an equal number of members from developing and developed countries that will have responsibility for funding decisions.</p><p>The UK holds one of the Green Climate Fund Board seats, meaning we will be fully involved in disbursement decisions.</p> more like this

answer text <p>The Renewable Heat Incentive is subject to on-going evaluation and monitoring which has not yet completed and so emissions data are not available at present from subsidised biomass boilers used to generate heat. DECC will also be conducting a detailed monitoring and evaluation programme for biomass heat systems and has recently issued a tender to establish the methodology of how this could be done.</p><p>In addition DECC is introducing mandatory biomass sustainability and greenhouse gas (GHG) criteria for both its heat and power support schemes which will mean biomass will be required to deliver a minimum 60% GHG emission saving relative to the EU fossil fuel average.</p> more like this

Changes of price often occur when there is need for additional services. This involves negotiation will the contractor and is documented as a contract variation. answer text <p>My rt. hon. Friend the Secretary of State announced back in April that the department would pay all of its employees the Living Wage from 1 April 2014. Legal advice was sought during consideration and implementation of this policy. At the time no implications in respect of the EU public procurement regime were identified.</p><p>Payment of the Living Wage may fall foul of European Community law, in particular the Posted Workers Directive (PWD). This point rests on whether payment of the Living Wage is mandated, in which case there is a risk of being in breach of the PWD, or achieved through voluntary agreement. Since from a contractual perspective the changes needed mutual consent, there was no option for DECC other than to negotiate with suppliers to gain their agreement. We are satisfied therefore that this policy is compliant with EC law.</p> more like this
