answer text <p>The Official Report of 6 November 2014, (<em>Official Report, Column 959</em>) records my rt. hon. Friend the Secretary of State as saying that “fuel poverty increased massively under the previous Government.”</p><p>As shown by National Statistics, fuel poverty, measured using the 10% indicator in use under the previous Government, affected 3.5 million households in England in 2010. This was lower than the peak of 4 million households affected in 2009, but still more than twice as many households as had been affected in 2005</p><p> </p> more like this

answer text <p>The changes to ECO led to a ringfencing of support delivered to low income households up to 2015 and an extension of the overall scheme out to 2017. This additional support will take more people out of fuel poverty and improve the energy efficiency levels of all those who receive a measure. The Impact Assessment that quantified the effect of these changes showed that 10,000 fewer people would be in fuel poverty in comparison to not making any changes to ECO at all. answer text <p>On Friday 26 September 2014 the Government agreed to provide a £4m loan to UK Coal as part of a package of support measures secured by the Company to avoid an imminent insolvency and closure of its Kellingley and Thoresby collieries. The loan has been made on commercial terms and is due to be fully repaid with interest by December 2015.</p><p>The support package was requested by UK Coal to deliver its plan for the safe and orderly wind down of its deep mining businesses by the end of 2015. However the loan is structured to ensure that the door remains open for the Company to seek further private investment to prolong the life of the mines beyond this date. I have also made it clear that I remain open-minded about any plan which UK Coal may wish to put forward involving further public sector support provided that the plan represents acceptable value for money for the taxpayer. However, we must be aware that without further support from Government alone, without commercial partnership to extend the deep mining business beyond 2015 is likely to be regarded as state aid by the European Commission and therefore require the closure of the mines. Any case for further support would need to come from the Company, but DECC officials will be ready to help.</p>

answer text <p>Coal is a globally abundant resource with UK consumption of steam coal representing less than 1% of total global production and less than 5% of global trade1.</p><p>In 2013, the Thoresby and Kellingley coal mines produced less than 5% of the total amount of coal consumed in the UK2.
