This includes £300 million per year from 2017-18 for a significant increase to the rate paid for the two, three and four year old entitlements.</p><p> </p><p>To inform the size of the funding rates increase, the government conducted a six-month long review of the cost of providing childcare and published its findings in November 2015. The consultation has now closed and we have received 3,121 responses. Of these, 64% identified themselves as childcare providers or practitioners and 22% as representing the maintained sector. answer	answer is ministerial correction date of answer 20/10/2016 answer text <p>The Government recently set out its response to the Teaching Excellence Framework (TEF) Year 2 <a href="https://www.gov.uk/government/consultations/teaching-excellence-framework-year-2-technical-consultation" target="_blank">Technical Consultation</a> and the operational <a href="https://www.gov.uk/government/publications/teaching-excellence-framework-year-2-specification" target="_blank">specification</a> for TEF Year 2.</p><p>Overall, we expect the TEF to enhance the international reputation of UK higher education by encouraging all universities to maintain and improve their teaching standards. By showcasing the excellence of UK higher education, the TEF will support the sector by attracting international students in a globally competitive market. We anticipate that the outcomes of the TEF assessment process will inform student choices, including international student choices. These included:</p><ul><li>Indicative EYNFF funding rates for local authorities in 2017-18</li><li>The 2016-17 baseline funding rates against which the EYNFF rates can be compared</li><li>Illustrative average provider funding rates in 2017-18.</li></ul><p> </p><p>When we respond to the consultation, we will publish final 2017-18 funding rates for local authorities alongside their baseline funding rates. We will work in partnership with providers, and consult the sector on what happens after this period, in due course.</p><p> </p><p>The wider changes to early years funding that we are also proposing will see a fairer allocation of funding to local authorities and to different types of provider, better matched to need. answer	answer is ministerial correction date of answer 31/10/2016 answer text <p>The latest Statistical First Release published in June 2016 shows that 45,075 childcare providers were delivering funded early education to three and four year olds. 93% of three-year-olds and 97% of four-year-olds were taking up 15 hours of free childcare per week. This information is available at: <a href="https://www.gov.uk/government/statistics/education-provision-children-under-5-years-of-age-january-2016" target="_blank">https://www.gov.uk/government/statistics/education-provision-children-under-5-years-of-age-january-2016</a></p><p> </p><p>Working parents of three- and four-year olds will be able to access 30 hours of free childcare from September 2017. The Government is making a record-level of investment in early years to ensure that childcare providers receive sufficient funding to deliver the 30 hour entitlement. This includes increasing spending on the free entitlements by over £1 billion per year by 2019-20 and providing £300 million per year from 2017-18 for a significant increase to the rate paid for the two, three- and four-year- old entitlements. Alongside this, we launched a consultation on reforms to Early Years funding on 11 August, which is available at: <a href="https://consult.education.gov.uk/early-years-funding/eynff" target="_blank">https://consult.education.gov.uk/early-years-funding/eynff</a></p><p> </p><p>The purpose of the funding reforms is to ensure that funding is transparently and fairly matched to need and fairly distributed between different types of providers and different parts of the country. We will publish the government response to this consultation later this year.</p><p> </p><p>The Government has also run a bidding round to allocate £40 million of capital funding to local authorities and providers which can demonstrate that they will work in partnership to deliver the 30 hour entitlement. answer	answer is ministerial correction date of answer 27/10/2016 answer text <p>The School Census is the DfE’s primary source of administrative data about pupils attending schools in England and has been running since 2006. It is collected termly from all state schools in England and contains information for each pupil such as their name, address, date of birth, gender, ethnicity, whether they have special education needs. The data collected is vital in supporting a number of the department’s strategic objectives and is widely used by DfE for the purpose of improving, and promoting, the education and well-being of children in England.</p><p> </p><p>The Department publishes a School Census user guide. This guide supports schools in understanding Departmental data requirements and assists schools to meet their statutory duty to complete the school census.</p><p> </p><p>The Census collects the same information for most children; for example, name, age, address. However some data is restricted to children of a certain age or attending certain types of school; for example, “learning aims” are only collected for post-16 pupils. The Census guidance is clear that for the new data items of nationality and country of birth to be collected this year, schools do not need to see any documentation when collecting this information, i.e. they do not need to see passports or other forms of identification. The guidance is also clear that parents and families are also able to refuse to provide this information if they wish. However, the Department is aware that a number of schools have not implemented the collection in accordance with the guidance.
