answer text <p>The National Security Council (NSC) has agreed the high-level findings of the National Security Capability Review (NSCR). Ministers have agreed that we should finalise the NSCR with a view to publishing a report in late spring.</p><p><strong> </strong></p><p>The NSCR considered threats and opportunities facing the UK. It integrates domestic, international and online security to tackle the increasingly interrelated and complex threats we face. It identified how we can use our national security capabilities more effectively and efficiently to achieve our three national security objectives: Protect our people; Project our global influence; and Promote our prosperity.</p><p><strong> </strong></p><p>The conclusions of the NSCR will be published in late spring. Defence played its full part in the review. As a result of high-level findings from the NSCR, the NSC commissioned a programme of work to modernise defence building on the National Security Strategy and the SDSR15. The aim of the Modernising Defence Programme (MDP) is to make sure that defence is sustainable and affordable and is configured to address the threats we face. The MDP will report to the Prime Minister, Chancellor and Defence Secretary.</p><p> </p><p> </p>

It is our policy to award contracts on the basis of value for money, whilst doing everything we can to encourage UK suppliers, and UK SME's in particular, to win business. This is achieved through competitive tender in accordance with public procurement legislation.</p><p> </p><p>Information on cloud hosting contracts for Government as a whole is not held centrally.</p> more like this

answer text <p>UK public procurement policy is to award contracts on the basis of value for money, which means the optimum combination of cost and quality over the lifetime of the project. It is for individual contracting authorities to ensure that they do not accept bids that are not viable.</p><p>The Public Contracts Regulations 2015 sets out the way in which Contracting Authorities shall require bidders to explain the price or costs proposed in a tender, where it appears to be abnormally low in relation to the requirement. Where the Contracting Authority considers the explanation and evidence to be unsatisfactory, it can reject the tender.</p><p>In addition, the Public Contracts Regulations 2015 allow contracting authorities to impose requirements ensuring that economic operators possess the necessary economic and financial capacity to perform the contract, and a supplier’s past performance is taken into account.</p><p>Where appropriate, Open Book Contract Management techniques can be used to closely monitor contract delivery, and to understand bidders' cost models and margins.</p>
