answer	answer is ministerial correction date of answer 04/09/2014 answer text <p /> <p /> <p>The economy is recovering, the UK has witnessed the biggest annual drop in youth unemployment since records began and the youth claimant count has fallen for each of the past 32 months. In addition, compared to a year ago, there are 136,200 fewer young people on JSA. Added to that, the average number of vacancies available at any one time has increased by 119,000 on the year, to reach over 650,000.</p><p>Therefore, after careful consideration, at a meeting of the Growth and Enterprise Committee, we agreed to keep the same financial support and reallocate funds to focus on the hardest to help youth groups who are still finding it difficult to take up vacancies. Of these, 14 affirmative SIs had been laid in draft over the same period and one draft was withdrawn and replaced with two SIs: one under the affirmative procedure (SI 1954) and another using the negative procedure (SI 1711). In this period there was also one negative SI made (SI 1621) to clarify a regulation included in an earlier SI made (SI 1386) but not yet in force.</p><p> </p><p>The Department, with its Legal Service teams in the Treasury Solicitors Office (TSOL), is taking steps to mitigate the need for correcting instruments through training and support to build capability, sharing best practice and learning from internal review and reports from the Joint Committee on Statutory Instruments and the Secondary Legislation Scrutiny Committee. answer	answer is ministerial correction date of answer 01/09/2014 answer text <p>Information on jobseekers moving into zero-hours contract jobs is not held nor has it been commissioned. Information published by the Office for National Statistics suggests zero-hours contracts make up a relatively small part of the overall labour market, accounting for about 2% of all people in work.</p><p> </p><p>Jobseekers claiming Jobseekers Allowance are not required to apply for zero-hours contract vacancies, they will not be sanctioned as a result of not applying. UC claimants who refuse to accept a zero hours contract job offer, without good reason, can be subject to a sanction. However a UC claimant will not be sanctioned for refusing to take a zero hours contract with an exclusivity clause.</p><p> </p><p>Universal Credit automatically adjusts benefit payments depending on the number of hours a person works – whatever the type of contract. Where Universal Credit claimants refuse to apply for role, including a Zero Hours Contract role when mandated to do so or refuse to accept a job offer, they can be sanctioned. The purpose of the test bed was to examine on a small scale which areas would be viable design options for the Supervised Job-search pilots to be introduced later this year.</p><p> </p><p>In overall terms the success of the test bed confirmed that a protracted supervised job-search could be delivered with the long term unemployed client group. All claimants in Universal Credit are offered practical help and advice on budgeting and money management early on in their claim alongside being advised of their responsibility to pay rent to their landlords. We make an initial judgement on each claim as to whether the claimant is at risk of default. If so we can put them on managed payments immediately. Any representations received from the landlord will be taken into account when reaching this judgement.</p><p> </p><p>If it is decided to pay the rent direct to the claimant then we have two safeguards in place. First, we will review our initial decision if we are advised that arrears have reached the equivalent of one month's rent.
