answer text <p>Many claimants who make a claim to Personal Independence Payment (PIP) may have a mental health condition.</p><p> </p><p>PIP claimants with a severe mental health or behavioural condition, learning disability, developmental disorder or cognitive impairment, who may have difficulty engaging with the claims process, and with no support network in place, can be provided with additional support during the claims process if they need it.</p><p> </p><p>This support can include help filling in the claim form or the claimant questionnaire, and additional protections for failing to return the questionnaire, or for failing to attend a face-to-face assessment.</p><p> </p><p>If the claimant requests it, we can involve a third-party representative and engage with them at every stage, including the health assessment.</p><p> </p><p>GOV.UK also contains links to Easy Read guides to PIP (<a href="https://www.gov.uk/government/publications/about-pip-what-it-is-and-how-to-claim-it-easy-read-guide" target="_blank">Easy read: Personal Independence Payment (PIP)</a> and videos (<a href="https://www.youtube.com/playlist?list=PLC0aQWFFHARy_lYZbrnJfuXzhKWotacfM" target="_blank">Understanding PIP - YouTube</a>) which help explain each of the elements of the PIP claims process for those who may find it difficult to understand.</p><p> </p><p>We also ensure all staff in customer-facing roles undertake mandatory mental health awareness training to equip them with the knowledge and skills to be able to support claimants with mental health conditions.</p>

answer text <p>In the Personal Independence Payment (PIP) application process, claimants’ main disabling condition is only recorded for collation by the Department at assessment. It is not recorded at the point of application. The Department does not therefore hold data on the reason for application or the number of applicants to PIP with particular conditions. Only those who have a disability assessment determination decision will have a main disabling condition recorded for them.</p><p>The Department does collect data on the main disability condition for those who have had a PIP assessment. This can be found in Stat-Xplore: <a href="https://stat-xplore.dwp.gov.uk/" target="_blank">https://stat-xplore.dwp.gov.uk/</a>. Stat-Xplore holds data up until October 2021.</p><p>The ‘PIP Clearance’ tables contain details of those awarded and disallowed, broken down by disability. The Disability Category ‘Psychiatric Disorders’ includes mental health issues. This has included the deployment of approximately 150 Presenting Officers, who are presenting DWP’s case in a number of PIP and Employment and Support Allowance (ESA) appeals.</p><p>Presenting Officers have a role in gaining valuable insight into Tribunals’ view of the Department’s processes - both at the original decision stage and at mandatory reconsideration - and why decisions may be overturned.</p><p>Their feedback is being directed to the relevant parts of the business in order to drive long term improvements to the claimant journey.</p><p>DWP is also running a series of tests exploring the different ways evidence could be gathered, and the quality of decision making.</p><p>The data has been rounded to the nearest 10.</p><p>PIP data includes normal rules and special rules for the terminally ill claimants, and covers new claims and DLA reassessment claims.</p><p> </p><p>Data is based on primary disabling condition as recorded on the PIP computer systems. Claimants may often have multiple disabling conditions upon which the decision is based but only the primary condition is shown in these statistics.</p><p>The geography relates to the origin of the claim (i.e. derived from claimant’s postcode).</p><p>The appeals may include decisions which are changed at MR, and where the claimant continues to appeal for a higher PIP award, are then changed again at tribunal appeal.</p><p>Claimants who have received benefit decisions more recently may not yet have had time to complete the claimant journey and progress to appeal.</p><p /><p> </p>

Clearance figures can be broken down by clearance type (e.g. whether the claim was awarded, disallowed pre-referral to an assessment provider, disallowed at assessment or withdrawn), by reassessment type (i.e. whether the claimant was making a new claim or was undergoing a Disability Living Allowance (DLA) to PIP reassessment) and by main disabling condition.</p><p> </p><p>Note that main disabling condition is only recorded for claims which reach the assessment stage. Claimants may often have multiple disabling conditions upon which their entitlement decision is based but only the main disabling condition is recorded and shown in these statistics. Main disabling condition is the disability recorded on the PIP administrative system. It is possible that a reassessment claim could have a different main disabling condition recorded on the DLA and PIP systems.</p><p> </p><p>With regard to your question relating to “Behavioural Disorders” we advise that you group together the Disability Subgroups, “Conduct disorder (including oppositional defiant disorder)” and “Hyperkinetic Disorder – ADHD/ADD.” For the question relating to borderline personality disorder select Personality Disorder.</p>
