answer text <p>The Department for Transport requires franchisees to plan for special events and make the best use of the capacity available to provide services where they would not ordinarily be provided in the regular timetable. This includes detailed planning with event organisers, local authorities and emergency services.</p><p> </p><p>Train operators regularly provide additional capacity and enhanced station management processes to manage large crowds, for example Great Western Railway’s management of demand for racing events at Cheltenham or the Glastonbury festival.</p> more like this

answer text <p>One of the most popular features of the UK railways is that it’s a walk-on, or turn up and go service. This flexibility is much prized by passengers. The Department believes that setting occupancy limits would substantially disadvantage passengers as such a system would need to either restrict travel to those with prior reservations, or to refuse to allow passengers with valid tickets to travel on a service when its occupancy limit had been reached.</p><p> </p><p>However, the Department for Transport does require train operators to carry out passenger counts as part of their franchise contracts to demonstrate that adequate capacity is being provided.</p> more like this

answer text <p>The Department for Transport collects data on passenger numbers from Train Operating Companies biannually. This data focusses on passenger loading on trains at city centres upon arrival in the morning peak and departure in the afternoon peak. The information is used to publish annual statistics for passenger crowding on weekdays within 11 key city centres in England and Wales.</p><p> </p><p>In addition, the Department requires franchisees to consider how the train fleet is matched with the timetable to minimise crowding. Passenger count data is frequently used by the Department to look at passenger demand and train capacities in order to monitor crowding levels throughout the life of a franchise and during the refranchising process.</p> more like this

answer text <p>The Government and rail industry are investing in the biggest improvement in rail travel since the Victorian era, including through the Thameslink Programme and the upgrade of the Midland Main Line.</p><p> </p><p>These programmes will improve rail journeys for passengers using the Midland Main Line to travel into London St Pancras:</p><p>o From May 2018, passengers between Bedford and London will benefit from more frequent Thameslink trains, with more seats.</p><p>o The Thameslink programme will also provide improved connections from Bedford to Farringdon for Crossrail as well as London Bridge.</p><p>o Once the electrification to Corby is complete in 2020, passengers at Corby, Kettering, Wellingborough, Bedford, Luton and Luton Airport Parkway will benefit from a new, dedicated service into London St Pancras. The electric trains will be longer, with more seats.</p><p> </p><p> </p><p>The rail industry is working together to do all we can to improve services for passengers and will to work hard to keep disruption to a minimum.</p><p><strong> </strong></p>
