answer	answer is ministerial correction date of answer 12/07/2017 answer text <p>The Department for Transport ran a public consultation about possible changes related to the testing of vehicles of historic interest, with a preferred option to move from the current position of an exemption for pre-1960 vehicles to a rolling 40 year exemption for vehicles which have not been substantially modified. There were more than 2,200 responses, including many from users and owners of historic vehicles. These responses are currently being considered and we hope to announce a response to this consultation later this year.</p><p> </p><p>An initial impact assessment was prepared which assessed that there were about 192,000 pre-1960 registered vehicles which are currently exempt from the MOT requirement. The preferred option identified in the consultation exempted an estimated further 278,000 vehicles. Privately owned car parks are not subject to the provisions of the Road Traffic Regulation Act 1984 and the terms and conditions under which they are operated are a matter for the car park owner. answer	answer is ministerial correction date of answer 07/07/2017 answer text <p>I can confirm that Network Rail has recently completed an investment scheme to provide W12 gauge clearance (this allows rail freight services to handle larger containers on conventional freight wagons) between York North and Mossend on the East Coast Main Line through Newcastle. In addition, Network Rail have been developing a scheme to construct three new freight loops on the East Coast Main Line between Northallerton and Newcastle, which will help increase network capacity and performance for both freight and passenger services on the route. In the Yorkshire and North East region a number of schemes will be delivered on the A1 and the A19.</p><p><br>Highways England is currently undertaking advanced surveys to inform and accelerate the development of these schemes where possible. These surveys include ecology, ground investigation, topographical and drainage surveys. answer	answer is ministerial correction date of answer 06/07/2017 answer text <p>Infrastructure schemes to improve capacity and reduce journey times are already being designed and delivered by Network Rail as part of the East Coast enhancements programme. These schemes include reinstating a fourth line between Huntingdon and Woodwalton and grade separating Werrington Junction, both of which will better segregate freight and passenger services resulting in capacity improvements and an increase in long distance services. The first of these East Coast enhancements, delivering a new platform at Doncaster station, was completed in early 2017 and is allowing local services to operate without conflicting with intercity trains.</p><p> </p><p>Network Rail are also delivering infrastructure enhancements as part of the Intercity Express Programme, allowing new trains to operate from December 2018.
