Inclusion and respect for minorities forms an integral part of provincial and national education programmes. Our work to promote tolerance and interfaith harmony includes: training nearly 100,000 teachers in Khyber Pakhtunkhwa (KP) and Punjab in equity and inclusion; funding the Alif Ailaan education campaign which focusses on religious minorities; and engaging with education civil society organisations to champion issues of inclusion and raise these with government. Through the KP Education Support Programme (KESP) and the Punjab Education Support Programme II (PESP II), DFID has also provided technical assistance to provincial governments to revise the school curriculum and remove discriminatory content from textbooks. We have consistently raised this issue with the Government of National Accord, including during a recent visit by the International Development Secretary. The UK continues to provide humanitarian support to vulnerable refugees and migrants in Libya, including through over £5m of funding for UN agencies and non-governmental organisations. UK assistance to the Libyan Coastguard has been delivered through financial contributions and the provision of two military training teams to Operation Sophia’s (the EU Naval Operation set up in response to the Mediterranean Migration Crisis) Coastguard Training Task. This training aims to equip the Libyan Coastguard with the skills required to manage search and rescue and conduct counter smuggling/trafficking activities properly, whilst respecting human rights. The training also includes sessions on seamanship. UK aid is channelled through the EU Palestinian-European Socio-Economic Management Assistance Mechanism (PEGASE). Our money goes into a special, dedicated bank account before being paid to individuals who have been vetted in advance. Independent auditors then check that the money paid out of the UK dedicated bank account only goes to these vetted individuals after every disbursement. We remain confident that these measures enable us to adequately monitor and evaluate our support to the Palestinian Authority.</p><p> </p><p>The UK National Contact Point has published its Initial Assessment of the complaint made by a UK NGO. This concluded that the issues raised in the complaint merit further examination. The Initial Assessment is not an indication of any wrongdoing by the respondent. The UK National Contact Point is now working with both parties to facilitate mediation on the issues raised. We have stated publicly that we agree with the UN Refugee Agency (UNHCR) that the conditions for safe and dignified returns do not yet exist. The access required for necessary independent monitoring by UN agencies is also not in place.</p><p> </p><p>Minister Field has raised our concerns with the Bangladesh Foreign Minister and Burmese Minister for International Cooperation Kyaw Tin on 1 November. He stressed the UK's assessment that conditions in Rakhine State were not currently conducive to refugee returns. The Jordanian Government is currently leading the response in providing assistance.</p><p> </p><p>DFID has provided £18.9m to support UNESCO initiatives in 2018. This includes the UNESCO World Heritage International Assistance Fund from which Petra has received aid in the past.
