answer text <p>DFID has many programmes which address the needs of Internally Displaced Persons (IDPs), all of which are subject to regular review of their effectiveness. At a global level, the UK is supportive of the idea of a UN High Level Panel on IDPs to assess the effectiveness of the current response to internal displacement and galvanise further political and operational action. We are discussing this closely with other interested States and UN agencies.</p> more like this

answer text <p>The Bilateral Development Review of 2016 and DFID’s Economic Development Strategy of 2017 have set out a strong and ambitious vision for the UK to develop a world-leading partnerships offer to share the best of the UK’s public sector skills and expertise.</p><p>Many UK civil service institutions already make their expertise available to developing countries. For example, HMRC has resident advisers working in several African countries, working with their counterparts to build their capacity to manage taxes and auditing. The Government Communications Service has partnerships with Tunisia, Afghanistan, Ukraine, and Jordan to improve their government communications across a range of policy areas, with a focus on impartiality. The department of Business, Energy and Industrial Strategy is supporting regulatory reforms in India, Indonesia, South Africa, Mexico and Brazil.</p><p>To boost our UK approach to partnerships, DFID’s GREAT for Partnership programme will support a range of peer-to-peer partnerships between UK institutions and their counterparts in developing countries over the next four years. This will aim to provide the technical and professional support that partner governments request, in line with UK priorities and values. The programme is currently at an early stage of implementation as we test the model, before we implement at scale.</p>

answer text <p>It is imperative that DFID’s partners show the moral leadership, systems and culture that are needed to protect vulnerable people. At the Safeguarding Summit, the Secretary of State announced new, enhanced and specific safeguarding Due Diligence standards for all organisations that DFID works with. This will include a review of the ethical practice of the NGOs that DFID partner, by assessing codes of conduct, how organisations identify and respond to incidents, and how risk management places safeguarding and beneficiaries at its core. These are being piloted from this week and will be rolled out shortly. New funds to organisations will not be approved unless they pass the new standards and they will be integrated into ongoing programme management.</p><p> </p><p>Four working groups, that include civil society and independent experts, have also been established and are meeting this week to refine and test ideas further. They will take forward a number of areas, including how the aid sector can shift its organisational culture to tackle power imbalances and gender inequality. The groups will report back with concrete actions in time for the international Safeguarding Conference that the UK will host this autumn.</p>

answer text <p>DFID is committed to ensuring we gather accurate and appropriate data in order to effectively monitor the impact of our programmes. We work with our implementing partners to ensure robust programme monitoring frameworks are in place. All DFID programmes are subject to Annual Reviews and Project Completion Reviews which assess and record how funds have been used; the results delivered (including assessing data quality); and reviews the criterions routinely used to monitor the programme’s activities. Risks or issues identified during the reviews are recorded, addressed and monitored. DFID also often uses monitoring agents, independent audits, and other additional safeguards.</p><p> </p><p>Headline data on results for our programmes are aligned with the strategic objectives in the UK Aid Strategy and summarised by sector in DFID’s Single Departmental Plan (SDP). The SDP results are published every year in DFID Annual Report and Accounts and produced according to published methodologies.</p>

answer text <p>In response to the letter from the Secretary of State, all UK charities that directly receive UK aid have provided her with a clear statement of assurance on their organisations’ safeguarding environment and policies, organisational culture, transparency and their handling of allegations and incidents. These assurances are a first step towards improving DFID’s oversight of its partners and raising safeguarding standard across the international development sector.</p><p> </p><p>This oversight will be further strengthened through DFID’s new, enhanced and specific safeguarding standards, announced by the Secretary of State at the Safeguarding Summit. These new measures will build on the rigorous monitoring procedures which are currently applied throughout the lifetime of all DFID programmes. The contract is part of a larger affiliates contract led by the Cabinet Office.</p><p>The cleaners employed under this contract are paid the national living wage in the East Kilbride office and the London Living Wage in the Whitehall office. answer text <p>The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) assesses that the restrictions on access to fishing waters in Gaza is a key factor discouraging investment and perpetuating high levels of unemployment, food insecurity and aid dependency. The fishing industry is important for the social and economic wellbeing of Gaza and we want to see an increase in the fishing zone, in line with the limit of 20 nautical miles stipulated in the Oslo accords. The UK has consistently called on the Government of Israel to ease movement, including at sea, and will continue to do so.</p> more like this
