answer text <p>The UK continues to support the current methodology for assessing the graduation of countries from Official Development Assistance (ODA) where countries and territories cease to be ODA-eligible when they reach High Income Status, including for British Overseas Territories and Commonwealth Island States. However, following the recent devastation of small islands in the Caribbean, we are pleased that agreement was reached at the OECD Development Assistance Committee’s (OECD-DAC) High Level Meeting in October to establish a process which could allow previous recipients of ODA to receive short-term ODA support in the event of catastrophic humanitarian crises. We also welcome the OECD-DAC’s agreement on the need to create a new mechanism to allow countries to receive ODA when their income falls below the High Income threshold, for example as a result of a catastrophic natural disaster or other crisis. Officials have considered the Commonwealth Vulnerability Index and take this into account when looking at the issue of vulnerability. We agree that some states face particular vulnerabilities and the Government will continue to work with the international community to ensure that vulnerable states receive the support they need.</p>

answer text <p>Iraq is outside of the areas of operation of the UN Relief and Works Agency for Palestine Refugees (UNRWA) so assistance and protection to Palestinian refugees who are in Iraq is the responsibility of the Government of Iraq supported by the UN Refugee Agency (UNHCR). Official up to date figures on the number of Palestinian refugees in Iraq do not exist. As at 31 August 2017, there were some 40,200 non-Syrian refugees and asylum-seekers registered with UNHCR in Iraq, some of which will be Palestinian. DFID and the wider international community assist and protect the most vulnerable in Iraq and many of ours and other donor’s programmes may be assisting Palestinian refugees. For example, since 2014 DFID has provided £34 million to UNHCR in Iraq to provide cash assistance for over 110,000 vulnerable displaced persons in Iraq. Additionally, the UK is providing UNHCR with £35 million per year in core funding, from 2017/18- 2020/21.</p><p>UNRWA estimates that around 438,000 Palestinian refugees remain in Syria as of August 2017. UNRWA is the only organisation mandated to provide protection and assistance for Palestinian Refugees in Syria (PRS) and receives significant international voluntary contributions for their work across the region, mostly from government donors. DFID will provide £36 million from 2017 – 2020 to UNRWA’s Syria Emergency Appeal to support 418,000 PRS with cash and in-kind food assistance, including 254,000 internally displaced PRS with non-food items such as blankets, mattresses and hygiene kits, alongside health, livelihood support, education and protection assistance each year.</p>

answer text <p>The UK remains deeply concerned about the extremely difficult situation facing the population of approximately 50,000 at Rukban.</p><p>The UK government regularly engages with UN agencies, other members of the international community and with the Government of Jordan on the situation at Rukban.</p><p>We welcome news that an agreement in principle has been reached with the Government of Jordan to provide further essential aid to the people at Rukban. Neither the UK nor the UN delivers aid to the Assad regime.</p><p>Since 2012, the UK has allocated £835 million to support vulnerable people inside Syria including in besieged areas such as Eastern Ghouta, where DFID’s humanitarian partners are on the ground providing life-saving food, protection, and healthcare where access allows. Since July, we have reviewed the latest evidence on how to deliver quality education, much of which is funded by DFID. We have also consulted extensively, including engaging with education experts in academia, the public and private sectors, and international organisations. This has enabled evaluation of where DFID can add the most value. We are developing a policy in line with our strengths and expertise. answer text <p>DFID has a dedicated Education Research Team with a £12m per annum portfolio of innovative research on education systems, raising learning outcomes, and learning and skills beyond primary education. This research portfolio has a particular focus on disadvantaged groups and the pursuit of an equitable start to learning for all. Research commissioned through this team, along with the UK Research Community, has ensured that teachers, equity and systems reform are at the centre of DFID’s new education policy.</p><p>DFID has commissioned rigorous reviews of existing evidence and, as a result of the findings, concluded a focus on children with disabilities. For example, one research project, which is funded by DFID through the UK Economic and Social Research Council, investigates different modalities for teaching literacy in deaf communities in India, Ghana and Uganda. Wider inclusion and equity issues are fundamental to all DFID’s education research programmes, and we seek to mainstream them.</p>
