The United Nations (UN) estimates that 21.2 million people in Yemen require humanitarian assistance to meet their basic needs for food, water, sanitation, and healthcare, or protect their fundamental rights. Yemen is also experiencing an economic crisis, which has driven up food and other prices, and reduced people’s purchasing power.</p><p>Ultimately, only an end to the conflict will address the humanitarian crisis. The UK is working closely with other countries to de-escalate the conflict and is providing significant support to UN-led peace talks. The UK is also working with the UN and other countries to improve commercial and humanitarian access to and within Yemen.</p><p>The Secretary of State recently co-hosted an international event on Yemen to shine a spotlight on the humanitarian crisis. My department works in challenging areas and operates a comprehensive risk management framework which assesses and responds to the risk of fraud at every stage of the project cycle. The Counter Fraud Section responds firmly to any allegation of fraud recovering funds wherever possible. answer	answer is ministerial correction date of answer 10/10/2016 answer text <p>My department’s assessment is that aid delivered by road, by trusted humanitarian partners who can ensure it gets to those who need it most, remains the best way of getting help to affected populations. The use of air drops to deliver aid is high risk and should only be considered as a last resort when all other means have failed, and if it is an effective way of getting humanitarian supplies to people. DFID has a range of programmes which are working with developing countries to ensure renewable energy markets work effectively as well as supporting energy businesses to grow, and providing consumers with access to funding to buy solar goods. People with disabilities are often the poorest in their community and many face considerable levels of stigma, discrimination and persecution.</p><p>DFID follows a ‘twin-track’ approach to disability inclusion. This means we aim to attach priority to disability in all our policies and programmes as well as supporting disability-targeted programmes.</p><p>Over the last two years, DFID has strengthened our capacity to work on disability inclusion, including by appointing a director-level champion, employing three full-time staff to work solely on disability, and developing a group of Internal Disability Expert Advisers from across our organisation.</p><p>DFID’s efforts to date have included:</p><ul><li>Furnishing schools with equipment and training teachers so children with disabilities can get a quality education.</li><li>Providing grants to local Disabled People Organisations, allowing people with disabilities to come together and lobby governments on the issues which affect them.</li><li>Collecting data on disability so we can fully understand the scale of impact and how best to support those people it affects.</li></ul><p>For example, two projects in the UK’s flagship Girls Education Challenge are exclusively focused on addressing the issue that girls with disabilities are less likely to access education.
