We have controls embedded through-out the programme cycle, from design through mobilisation, delivery and closure; this includes a rigorous due diligence process and a comprehensive risk management framework which requires risks to be identified prior to any disbursement of aid.</p><p>All organisations that receive funding from DFID are required to provide evidence about the use of funds, including audited financial statements which are examined as we monitor programme performance and delivery. All of our funding mechanisms allow DFID to terminate funding projects early if suppliers do not fulfil their obligations. DFID uses the UK Partnership Principles which are a set of 4 principles to assess partner governments. These include a commitment to respect human rights, and in particular the civil, social and cultural rights of poor or marginalised people.</p><p>We have a zero tolerance approach to aid diversion and this applies to all those within the delivery chain who are entrusted with UK aid. answer	answer is ministerial correction date of answer 12/12/2017 answer text <p>The UN’s September Integrated Food Security Phase Classification (IPC) report shows that South Sudanese people are experiencing food insecurity at unprecedented levels. A massive aid effort, which included £100 million provided by the Department for International Development, alleviated the famine declared in February this year. However, 6 million people, or 56% of the population, are now estimated to be severely food insecure, and 1.2 million are on the brink of famine.</p><p>The UK is at the forefront of the international response to the crisis. UK aid to the Palestinian Authority (PA) is provided directly through an EU mechanism, contributing to the salaries of vetted public servants in the health and education sectors. Only named public servants from a pre-approved EU list are eligible, and the vetting process includes screening against international and ad hoc sanctions lists designed to prevent terrorism financing. UK support to the PA is governed by a Memorandum of Understanding, which includes the PA’s commitment to uphold the principle of non-violence. Of this, £200 million was to double private sector contributions for tackling malaria, and £90 million was linked to successful delivery against a demanding performance agreement. In 2017, the UK contributed £317.06 million to the Global Fund. Over the last five years, all of our funding on malaria control, apart from the proportion which is spent on research and development of products and the funding for commodity procurement, contributes to strengthening health systems.
