answer	answer is ministerial correction date of answer 27/01/2016 answer text <p>With pressure from the United Kingdom and other Member States, the European Union (EU) has mobilised considerable funding to support the international response to the refugee crisis – including within Europe, and to tackle the root causes of migration and displacement in the Middle East and North Africa.</p><p>Within Europe, the UK is working to ensure that all tools are being used to support the humanitarian response to the refugee crisis, and that the donor effort is well coordinated through the Civil Protection Mechanism. Alongside this, the UK's support for refugees and migrants during the Mediterranean migration crisis has reached nearly £55million. This money is focused on providing life-saving assistance and protection to vulnerable people rescued at sea or in transit.</p><p>In the Middle East and the North Africa, the EU is a leading donor in the response to the Syria crisis with over €5 billion of total budget mobilised by the European Commission and Member States collectively in humanitarian, development, economic and stabilisation assistance. The UK has been at the forefront of this, pledging over £1.1 billion, our largest ever humanitarian response to a single crisis. It was based on a reading of reports by EU offices in non-EU countries, intended to identify potential problems at an early stage, so that things can be put right in time. One example is the £355m Girls Education Challenge (GEC) which runs 37 projects across 18 countries over 5 years. It supports up to 1 million marginalised girls, including those with disabilities, to progress through primary and secondary school by 2017. Within the GEC, there are two projects that focus exclusively on getting girls with disabilities back into school and learning (in Kenya and Uganda). answer	answer is ministerial correction date of answer 26/01/2016 answer text <p>(a) <strong>Rebuilding:</strong> DFID’s response to the devastating earthquake now stands at £70 million following further commitments made at the International Conference on Nepal’s Reconstruction, making us one of the largest donors. DFID is working closely alongside the Government of Nepal but not directly funding it, rather collaborating with trusted UN and NGO partners to deliver on the humanitarian response both via direct in-kind assistance as well as supporting activities that contribute to an enabling environment for an effective and responsive humanitarian support. We welcome the adoption of the National Reconstruction Authority Bill and formation of the National Reconstruction Authority (NRA). We will support the Government’s reconstruction vision by funding community infrastructure and social protection but not through direct financial aid. We plan to provide technical assistance and advisory support to the NRA.</p><p>(b) <strong>Supply of food:</strong> We do not work directly with the Government on this but are supporting local government by providing immediate assistance to the most vulnerable households via in kind distributions (tarpaulins, blankets, mattresses, clothes, shelter insulation, solar lamps and cook stoves). We are funding activities that contribute to an enabling environment for an effective and responsive humanitarian support. This includes funding assessments, coordination and logistics. For example DFID supported the World Food Programme’s (WFP) cash and food assistance operations in the aftermath of the earthquake. This planned to reach 1.4 million people in urgent need of assistance within the first three months of the earthquake, including distribution of rice and high-energy biscuits to prevent starvation and provide supplementary nutrition to the most vulnerable.</p><p>(c) <strong>Energy supply:</strong> DFID has committed £5 million to support delivery of renewable energy technologies to earthquake affected communities. The support includes delivery of solar home systems, mobile phone charging stations and repair of mini-hydropower plants that were damaged by the earthquake. All ICF support is Official Development Assistance (ODA). The UK is proud to be a 0.7% donor and is promoting climate smart development across the aid portfolio.</p><br /><p>We have rigorous programme design processes and robust monitoring and evaluation arrangements for ODA spending, including the ICF. We also use independently reviewed methodologies and key performance indicators to track impact and the value for money of ICF interventions. Plans outlined in the Written Ministerial Statement to address violence against women and girls overseas are financed through the overseas aid budget. This covers a range of interventions, all of which are necessary, to eliminate violence against women and girls. answer	answer is ministerial correction date of answer 25/01/2016 answer text <p>We are currently in discussions with the World Health Organisation (WHO) regarding who will represent the UK at the meeting of the World Health Organisation's Consultative Expert Working Group in March 2016.</p><p>The UK Government priority is to see a Pooled Fund for Research and Development established with support from WHO Member States, especially those that have not provided funding for this type of work. The UK Government supports systems that separate the market incentives to produce a drug or vaccine from the Research &amp; Development process, prioritise public health need over profit and work in partnership with a wide range of different organisations, covering the public, private and philanthropic sectors. This includes humanitarian assistance to prevent and treat malnutrition and provide support to refugees from Mali, work with communities to end female genital mutilation, and support to improve regional trade in West Africa.</p><p>Whilst DFID does not require multilateral organisations to give a breakdown of where they spent core funding from DFID, the imputed share of DFID’s core funding to multilaterals that went to Burkina Faso between 2010 and 2014 (the latest year for which we have data) was £159m in total, ranging from between £34m to £47m each year.
