answer	answer is ministerial correction date of answer 09/10/2017 answer text <p>We have no access to northern Rakhine State so cannot accurately predict humanitarian needs; triangulating numerous sources of information we assess that needs are likely to be acute for the entire population, both ethnic Rakhine and Rohingya. In addition to the 480,000 Rohingya now displaced into Bangladesh, the Government of Burma has stated it estimates a further 27,000 ethnic Rakhine are also internally displaced within Rakhine State. The UK has repeatedly called on the Burmese authorities to end violence, facilitate full humanitarian access to all communities in Rakhine State, encourage return and implement the recommendations of the August 2017 Rakhine Advisory commission report. However this is a changing situation and there is not yet access to the conflict areas for a needs assessment. We are working with others to establish a picture of what is happening, where people are and what shape they are in. The UK has long been one of the biggest contributors of humanitarian aid for the displaced population in both Burma and Bangladesh. DFID has already committed £5.9 million to meet the needs of displaced Rohingya and the host communities who support them in Bangladesh. This is reaching 55,188 people with a range of support including food, education and protection of the safety and dignity of the most vulnerable, including women and girls. A further £5 million is being made available to provide urgent assistance to newly arriving refugees with needs such as food, shelter, and water and sanitation. Within Rakhine State we have provided over £30 million in humanitarian assistance since 2012, including food and sanitation for over 126,000 people. UK Ministers and our Ambassador have called on both civilian and military Minsters in the Government to urge a restrained security response, an independent investigation into allegations of human rights abuses, and for the immediate resumption of access for humanitarian aid. The Government of Burma has committed to restoring humanitarian access and investigating allegations of human rights abuses. Humanitarian access has improved somewhat but some restrictions on travel for international staff and on conducting needs assessments remain in place, affecting the quality and quantity of assistance that can be provided. These are outside the area affected by security operations since October 2016. Malnutrition rates in camps remain poor by international standards, with 8.6% of people suffering acute malnutrition according to the most recent survey. This is comparable to other areas in Burma. DFID and Foreign Office officials have been in close contact with UN agencies monitoring humanitarian access.</p><p>The UK Government has repeatedly urged the Government of Burma to allow full unrestricted humanitarian access. The Secretary of State for Foreign &amp; Commonwealth Affairs Boris Johnson MP, the Minister of State Rory Stewart MP, the Parliamentary Under-Secretary of State Alok Sharma MP and the Minister of State for Foreign and Commonwealth Affairs Baroness Anelay have all raised the issue personally with Burmese ministers in recent meetings in Burma or London. DFID and Foreign Office officials have visited Northern Rakhine together with international counterparts and lobbied Burmese Ministers on this issue. The UK also discussed the issue at the UN Security Council on 17 November, where we raised our concerns about the lack of humanitarian access. Access to many areas did improve in December and January and some humanitarian assistance was able to resume. However, the most affected areas remain without substantive humanitarian access and restrictions continue to be imposed in all areas. The ability of affected people to travel in order to access assistance also remains limited. The UK is also the largest provider of food aid to the 34,000 Rohingya refugees already living in official camps in Bangladesh.
