DFID and Foreign Office officials have been in close contact with UN agencies monitoring humanitarian access.</p><p>The UK Government has repeatedly urged the Government of Burma to allow full unrestricted humanitarian access. The Secretary of State for Foreign &amp; Commonwealth Affairs Boris Johnson MP, the Minister of State Rory Stewart MP, the Parliamentary Under-Secretary of State Alok Sharma MP and the Minister of State for Foreign and Commonwealth Affairs Baroness Anelay have all raised the issue personally with Burmese ministers in recent meetings in Burma or London. DFID and Foreign Office officials have visited Northern Rakhine together with international counterparts and lobbied Burmese Ministers on this issue. The UK also discussed the issue at the UN Security Council on 17 November, where we raised our concerns about the lack of humanitarian access. Access to many areas did improve in December and January and some humanitarian assistance was able to resume. However, the most affected areas remain without substantive humanitarian access and restrictions continue to be imposed in all areas. The ability of affected people to travel in order to access assistance also remains limited. The UK Government has repeatedly called on the Government of Bangladesh not to return the people seeking refuge back into danger and we continue to offer support through our work with the International Organization for Migration (IOM) and the World Food Programme. The UK is the largest provider of food aid to the 34,000 Rohingya refugees already living in official camps in Bangladesh. Since 2014 the UK has provided nearly £8 million to address the humanitarian suffering of Rohingya refugees and the vulnerable Bangladeshi communities that host them. UK-funded humanitarian programmes have benefitted 82,000 people in the south east of Bangladesh. Also in Bangladesh we are increasing access to nutrition, health and education services for refugees living in makeshift settlements and the host communities that support them.</p><p>The UK Government has also engaged the Government of Burma to urge a restrained security response, an independent investigation into allegations of human rights abuses, and for the immediate resumption of access for humanitarian aid. The Government of Burma has now committed to restoring humanitarian access and investigating allegations of human rights abuses. Most recently, the Minister of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for East Devon (Mr Swire), did so with the Burmese Foreign Minister in New York on 29 September. During his visit to Burma in July, Mr Swire travelled to Rakhine State to see the situation there at first hand, and raised the situation of the Rohingya at a senior level both in Rakhine and with Burmese central government ministers. The most recent reports state that acute malnutrition was between 8.5% and 11.8% in the different camp areas, and stunting up to 52%.</p><p> </p><p>DFID is providing funding for treatment of severe acute and chronic malnutrition, as well as funding for water and sanitation work that helps to prevent malnutrition. These organisations are coordinating humanitarian responses in the region including in relation to Rohingya Muslims fleeing Burma.</p><p>At over £18 million since 2012, DFID is one of the largest bilateral humanitarian donors in Rakhine, providing over 126,000 displaced and conflict-affected people, including Rohingya, with water and sanitation as well as reducing malnutrition and gender based violence. This is for overall humanitarian assistance including, but not limited to, the camps. The UK’s bilateral humanitarian funding to Rakhine is £18 million since 2012 including needs identified in the UN humanitarian response plan. DFID visits displaced persons camps in Rakhine regularly and assesses the UN response plan and budget to be realistic. We are also the largest donors to a major $44m rural livelihoods programme in Rakhine. Addressing the political challenges is equally important and we are pushing for improved humanitarian access, greater protection and accountability and sustainable solutions to displacement, intercommunal relations and citizenship.</p><p> </p><p> </p><p>A range of donors including the UK, Australia, the European Commission and the US have committed approximately £19 million for 2014 – 2017 towards humanitarian activities for Rohingyas living in camps and host communities in Bangladesh.
