answer	answer is ministerial correction date of answer 02/05/2024 answer text <p>It is the responsibility of the integrated care boards (ICBs) to make available the appropriate provision to meet the health and care needs of their local population, including access to attention deficit hyperactivity disorder (ADHD) assessments, in line with relevant National Institute for Health and Care Excellence (NICE) guidelines. The NICE guidelines for ADHD diagnosis and management aim to improve the diagnosis of ADHD and the quality of care and support people receive. The NICE guidelines do not recommend a maximum waiting time standard for ADHD diagnosis, either from referral for an assessment to receiving an assessment, a diagnosis, or a first contact appointment.</p><p>There is, at present, no single, established dataset that can be used to monitor waiting times for assessment for ADHD. A specific assessment of the implications for departmental policies of the number of people on a waiting list, or the number of assessments provided each month for adult ADHD services in Leeds, is not currently planned.</p><p>The Department is exploring options to improve data collection and reporting on ADHD assessment waiting times nationally, to help improve access to ADHD assessments in a timely way, and in line with the NICE guideline. In support of this, the National Institute for Health and Care Research’s Policy Research Programme has commissioned a research project to provide insights into local ADHD diagnosis waiting times data collection.</p><p>In December 2023, NHS England initiated a rapid piece of work to consider ADHD service provision within the National Health Service. The initial phase of work identified challenges, including with current service models and the ability to keep pace with demand. Following this initial review, NHS England is establishing a new ADHD taskforce alongside the Government, to improve care for people living with the condition. It is the responsibility of integrated care boards (ICBs) to make available appropriate provision to meet the health and care needs of their local population, including autism assessment services, in line with relevant clinical guidelines.</p><p>The West Yorkshire ICB advises that pre-school autism assessments in Leeds were temporarily stopped due to a shortage of professionals. The service remains suspended as it needs one full time equivalent clinical psychologist. The post has recently been recruited, and plans are in place for the service to reopen by the end of June 2024.</p><p>Nationally, we are taking steps to improve autism assessment services. NHS England published a national framework and operational guidance for autism assessment services on 5 April 2023. These documents are intended to help the National Health Service improve autism assessment services, and improve the experience for adults and children who are going through an autism assessment. The 2016 Public Health England publication, The public health burden of alcohol: evidence review, reviewed effective policies for reducing alcohol harms in countries who are members of the Organisation for Economic Co-operation and Development. Officials in the Department frequently engage with international colleagues, and those in the devolved administrations, to exchange ideas, experience, and evidence when developing new policies.</p><p>The Government was involved in the work by the World Health Organization (WHO) to develop an action plan to strengthen the implementation of the Global Strategy to Reduce the Harmful Use of Alcohol. We were pleased that the action plan was adopted at the 75th World Health Assembly in May 2022. Through this, education on drugs, alcohol, and tobacco became compulsory at state-funded primary and secondary schools, teaching children and young people how to manage influences and pressure, and keep themselves healthy and safe.</p><p>The Government also has an information and advice service called Talk to FRANK, which aims to reduce the use of substances and their harms, by providing awareness to young people, parents, and concerned others. Further information is available at the following link:</p><p><a href="https://www.talktofrank.com" target="_blank">https://www.talktofrank.com</a></p><p>Guidance from England’s Chief Medical Officer for healthcare professionals is clear, that an alcohol-free childhood is the healthiest and best option. answer	answer is ministerial correction date of answer 07/05/2024 answer text <p>We have a range of metrics which we monitor to assess the success of our work to reduce alcohol harm, including the Health Survey for England. The Government takes a wide-ranging approach to addressing alcohol-related harms, including promoting the United Kingdom’s Chief Medical Officer’s low risk drinking guidance. Approximately 80% of adults drink within the guidelines of 14 units of alcohol a week.</p><p>Population level alcohol consumption has remained stable over recent years. Among children aged 11 to 15 years old, alcohol consumption has decreased significantly in the last 20 years. However, while we are seeing an increasing number of people drinking at lower levels or abstaining, we have also seen more people drinking at higher-risk levels. As a result, some indicators of harm have increased, and we are committed to addressing these, including through the establishment of alcohol care teams in the 25% acute hospitals in England with the greatest need, through the NHS Long Term Plan.</p><p>Community treatment for alcohol dependence is highly effective. In 2020/21, 62% of people in alcohol-only treatment completed treatment free of dependence, the highest completion rate for any substance misuse group. Several aspects of the Department's work to address alcohol related harms already follows a harm reduction approach. These include the UK Chief Medical Officers’ low-risk drinking guidelines, which recommend that people moderate their drinking to 14 units a week, and guidance from England’s Chief Medical Officer for healthcare professionals, on the consumption of alcohol by young people. The National Health Service’s Better Heath campaign aims to motivate people to take steps to improve their health, including in relation to alcohol use, and the NHS Health Check provides an opportunity for general practitioners to offer advice to reduce alcohol use, if appropriate.</p><p>In relation to treatment, the Department is committed to promoting access to alcohol services through our drug strategy. The upcoming UK clinical guidelines for alcohol treatment will include a chapter on taking a harm reduction approach within alcohol treatment, which outlines a flexible service approach. We are investing £25 million in women’s health hubs, so that women can get better access to care for menstrual problems, contraception, menopause, and more.
