The purpose of the updated policy and guidance is to help ensure that people with a learning disability and autistic people get the right support, to stay well in their communities.</p><p>NHS England produced the updated policy and guidance following a process of reviewing the learning since the inception of DSRs and C(E)TRs, including consultation and engagement with people with lived experience. answer	answer is ministerial correction date of answer 17/04/2024 answer text <p>Through the Opportunity Area scheme, in 2021/22 the Department of Health and Social Care and the Department for Education invested £600,000 into a pilot in Bradford through the Born in Bradford programme, which looked to improve early identification of autism and other neurodiverse conditions. This was subsequently adopted by four other Opportunity Areas as Early Identification of Autism Projects.</p><p>Information on how many additional children have received diagnoses of autism, and related support as a result of the programme, is not centrally held. answer	answer is ministerial correction date of answer 14/07/2023 answer text <p>Significant progress has been made in implementing the Building the Right Support Action Plan, which contains a mix of short-term and long-term commitments.</p><p>Since publication of the Plan in July 2022, the majority of the shorter-term commitments due to complete to date, 19 of 27, have now been delivered, and there are mitigations in place for those that have not.</p><p>For the longer-term commitments, some of which have completion dates of 2025 and beyond, the majority are on track to be delivered as expected. answer	answer is ministerial correction date of answer 14/07/2023 answer text <p>The Building the Right Support Action Plan brings together commitments from across Government and public services, and all of these commitments have clear owners and dates for delivery. It is the responsibility of commitment owners to ensure that their commitments are delivered as set out in the Plan. While the majority of the commitments in the Plan are on a national level, commitment owners will involve local systems where relevant.</p><p>In May 2023, NHS England published statutory guidance on Executive Lead roles including the requirement to have a lead for learning disability and autism and a lead for Down syndrome and for special educational needs and disability.</p><p>The integrated care board (ICB) executive lead for learning disability and autism will support the chief executive and the board to ensure that the ICB performs its functions effectively in the interests of people with a learning disability and autistic people.</p><p>The NHS Long Term Plan 2019 sets out our commitments to reduce reliance on mental health inpatient care for people with a learning disability and autistic people. Reducing reliance on mental health inpatient care for people with a learning disability and autistic people remains a key commitment for the National Health Service, re-affirmed in 2023/24 NHS planning guidance for local systems.</p><p>Each integrated care board (ICB) produces a five year joint forward plan with partner trusts and foundation trusts. This will include the needs of the entire local population, including people with a learning disability and autistic people.</p><p>In May 2023, NHS England published statutory guidance on Executive Lead roles within ICBs including the requirement to have a lead for learning disability and autism. The guidance states that the role of the ICB executive lead for learning disability and autism is to support the Chief Executive and the Board so that the ICB performs its functions effectively in the interests of people with a learning disability and autistic people in the local area.</p><p>As committed to in the Building the Right Support Action Plan, NHS England has published refreshed guidance on Dynamic Support Registers and Care (Education) Treatment Reviews which sets out expectations for ICBs on which people with a learning disability and autistic people should be added to the local dynamic support register, and about what actions should follow as a result of a person being on a register.</p> answering member constituency Lewes answering member printed Maria Caulfield question first answered 28/06/2023 11:17:10 answering member 4492 label Biography information for Maria Caulfield

However, NHS England does hold the following information regarding spending on inpatient care for people with a learning disability and autistic people. On mental health inpatient care in 2021/22, specialised commissioning spent £125 million for people with a learning disability, and £22 million for autistic people.</p><p>NHS England did not collect what Clinical Commissioning Groups (CCGs), the predecessor organisations to integrated care boards (ICBs), spent specifically on inpatient care for people with a learning disability and autistic people for 2021/22. It was the responsibility of CCGs to commission appropriate services for their population and to make their own decisions about spend on inpatient and community care, with the responsibly being with ICBs following their formation on 1 July 2022. answer	answer is ministerial correction date of answer 13/01/2023 answer text <p>Health and care providers have a responsibility to prevent and detect closed cultures and their systems for setting and monitoring culture and encouraging staff to speak up.</p><p>The Care Quality Commission (CQC) has developed ‘Right support, right care, right culture’ guidance for services for people with a learning disability and autistic people which outlines the importance of ensuring a service’s model of care, policies and procedures are in line with the current best practice.</p><p>The CQC has increased its scrutiny and oversight of providers of support for people with a learning disability and autistic people. The CQC uses both the guidance and observation when regulating registered services, including the monitoring, assessing and inspecting of such services. As a result, the CQC has identified more closed cultures and has taken enforcement action to protect people.</p><p>NHS England has also established a three year quality improvement programme which seeks to tackle the root causes of unsafe, poor-quality inpatient care in mental health, learning disability and autism settings.</p><p>We are considering what else may also be needed to address quality wider issues for mental health inpatient care.</p> answering member constituency Lewes answering member printed Maria Caulfield question first answered 13/01/2023 16:50:34 answering member 4492 label Biography information for Maria Caulfield
