answer text <p>The Foreign and Commonwealth Office's Departmental Plan 2015-2020 was replaced in December 2017 with the FCO Single Departmental Plan which can be found on gov.uk. In step with the new plan, the FCO continues to promote and defend human rights, including the right to freedom of religion or belief (FoRB).</p><p>In our ongoing dialogue with foreign governments and through public statements, the FCO raises individual cases and highlights practices and laws that discriminate against people on the basis of their religion or belief. For example, during my visit to Pakistan in November 2017, I raised the treatment of religious minorities, including discrimination and violence against the Ahmadiyya and Christian communities, with Pakistan's Ministry of Human Rights.</p><p>The United Kingdom also actively promotes FoRB through multilateral diplomacy. At the United Nations, we work to maintain consensus on the adoption and implementation of the European Union sponsored Resolution on 'Freedom of Religion or Belief' and the Organisation for Islamic Cooperation sponsored Resolution on 'Combating Religious Intolerance'.</p><p>Through the Magna Carta Fund for Human Rights and Democracy, the FCO continues to support a number of projects to promote tolerance. Current projects include work to promote religious tolerance through secondary school curricula in Iraq, Morocco and Lebanon, and a project which supports a network of human rights defenders in South Asia working on this priority.</p>

answer text <p>In 2017, 82 British nationals were deployed to EU Common Security and Defence Policy military operations and missions: 57 at the UK headquarters of the Naval Force for Somalia, eight to the Training Mission in Mali, seven to Force Althea in Bosnia and Herzegovina, six to the Naval Force in the Mediterranean, and four to the Training Mission in Somalia. A further 120 personnel were in the intermediate reserve held in the UK for Force Althea.</p><p>25 British nationals were deployed to civilian missions: nine to the Monitoring Mission in Georgia, six to the Advisory Mission in Ukraine, six to the EU Rule of Law Mission in Kosovo, three to the Kosovo Specialist Chambers and Specialist Prosecutor's Office in the Netherlands, and one to the Capacity Building Mission in Mali.</p><p>These operations and missions were established under the Treaty of European Union, as amended by the Maastricht Treaty in the cases of Kosovo, Bosnia and Herzegovina, Georgia and Naval Force Somalia; and as amended by the Treaty of Lisbon in the cases of Ukraine, Mali, the Mediterranean, and the Training Mission to Somalia.</p><p>The information requested on UK personnel for the years since 2008 is not held centrally but I refer the hon. answer text <p>As one of its founding signatories, the UK strongly supports the international community's commitment to the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction (known as the Ottawa Convention). As well as working to meet our own convention-based commitments to clear our sovereign territory in the Falkland Islands of anti-personnel mines, the UK is committed to the global efforts to tackle the scourge of anti-personnel mines through our international mine action programmes. As a demonstration of the UK's commitment, the Secretary of State for the Department for International Development announced on 4 April 2017 that the UK would triple its spending on mine action in developing countries, taking UK expenditure to £100million over the three years to March 2020. The UK also regularly encourages states who have not signed the Convention to do so, most recently fully supporting Austria, as the outgoing President of the Convention, in urging all non-States Parties to join without delay, as well as encouraging signatory states to fulfil their obligations.</p>

answer text <p>The Government position regarding the status of the Tibet Autonomous Region remains consistent. We regard it as part of the People's Republic of China (PRC). We regularly urge China to respect all fundamental rights across the PRC, including in Tibet, in line with both its own constitution and the international frameworks to which it is a party.</p><p>We pay close attention to the human rights and wider situation in Tibet and the Government regularly raises the issue with the Chinese authorities. We raised our concerns directly with the Chinese authorities at the last round of the UK/China Human Rights Dialogue which took place in Beijing on 27 June 2017. We also set out our human rights concerns about China, and specifically in the Tibet Autonomous Region, in the Foreign and Commonwealth Office annual report on Human Rights and Democracy, which was issued on 20 July 2017.</p> more like this

answer text <p>The UK is committed to the full implementation of UN Human Rights Council Resolution 34/1, under which Sri Lanka committed to implement a range of measures to provide for human rights, truth-seeking, reconciliation, and devolution of political powers following the end of its civil war. I encouraged Foreign Minister Marapana to continue to make progress on these commitments when I met him in Colombo, in October 2017. Our High Commission in Sri Lanka regularly travel to the North and East (as did I to Jaffna during that visit) and meet with local groups, and where we have specific human rights concerns we raise these with the Sri Lankan government.</p><p>This year the UK will continue to encourage progress on human rights issues, including modern slavery, gender inequality, and reform of discriminatory laws.</p> more like this

answer text <p>The UK is closely monitoring delivery of the commitments made by the Government of Sri Lanka under UN Human Rights Council Resolution 34/1 (which rolls over commitments under 30/1), in collaboration with the UN, international partners, Government of Sri Lanka and civil society.</p><p>During my visit to Colombo and Jaffna in October 2017 I discussed the importance of the Sri Lankan government meeting its obligations. Among these were establishing transitional justice mechanisms, including a credible accountability process for those most responsible for violations and abuses during Sri Lanka's civil war and the return of military held civilian land, particularly in the predominantly Tamil north and east.</p><p>The UK continues to support the Government of Sri Lanka in its efforts to promote reconciliation and human rights. And we anticipate making further representations on the publication this march of the UN Interim Report on the implementation of Resolution 34/1. The UK is also providing Sri Lanka with £6.6 million of Conflict, Stability and Security Fund funding over three years, to include support for police reform and training, reconciliation and peace building, and demining in the north of the country.</p>
