answer	answer is ministerial correction date of answer 20/07/2017 answer text <p>​I am very concerned by the arrest on 5 July and remanding in custody of Amnesty International's Turkey Director, Idil Eser, and five other human rights defenders in Turkey. I also remain deeply concerned at the detention of Taner Kilic, Amnesty International's Turkey Chair. As I set out in my recent statement on these arrests, both the Foreign Secretary and the Prime Minister have raised these arrests in recent discussions with Turkish counterparts as have I with the Turkish Ambassador. Ministers monitor the situation closely, and the Prime Minister raised human rights with President Erdogan at the G20 summit on 8 July. Britain stands firmly in support of Turkey’s democratically elected government and institutions.</p><p>We are aware that on 21 July Turkey introduced a state of emergency. It is important that measures under the state of emergency be proportionate, justified and in line with its democratic principles and its international human rights obligations. I emphasised the need for Turkey to respect human rights including press freedom and the rule of law during my visit to Ankara on 20-21 July. We agree with the UN High Commissioner for Human Rights, Zeid Ráad al Hussein that it is essential that authorities respect human rights at all times while undertaking security or counter-terrorism operations.</p><p>We believe Turkey has a legitimate right to defend itself against the PKK, a terrorist organisation which has killed hundreds of innocent people in the past year. A PKK offshoot - the Kurdistan Freedom Falcons, or TAK - has also claimed responsibility for a number of recent attacks, including an indiscriminate suicide car bombing in central Ankara on 13 March that killed over 30 people. Our thoughts are with the victims of PKK attacks, and the civilians who have been caught up in the recent conflict.</p><p>Our Ambassador to Turkey and I have discussed with the Turkish government the importance of respecting human rights and avoiding civilian casualties in the fight against terrorism. We believe the first responsibility for investigating any alleged violations falls to Turkey.
