answer text <p>This Government is committed to a competitive tax regime and has introduced a range of measures to reduce the burden of National Insurance Contributions (NICs), as part of our long term economic plan to back business and create jobs.</p><p> </p><p> </p><p> </p><p>The Employment Allowance, introduced in April this year, means that around 450,000 employers– one third of all employers – are expected to be taken out of paying employer NICs altogether in 2014-15 and from April 2015, employer NICs for under 21 year olds will be abolished, helping to support jobs for almost 1.5 million young people currently in employment.</p><p> </p> more like this

answer text <p>It has been a long standing feature that Vehicle Excise Duty licences are issued from the first day of each month. Licensing on a date other than the first of the month would add administrative complexity and cost to the tax system.</p><p> </p><p> </p><p> </p><p>As a consequence of the abolition of the tax disc, from 1 October 2014 there will be around 2.5 million motorists that will now receive automatic refunds upon selling their vehicle that would not have done so previously. The Tax Information and Impact Note published on 10 December 2013 estimated that the abolition of the tax disc would have no Exchequer revenue impact. We expect the revenue impact of the introduction of automatic refunds and the non-transferability of the vehicle licence to cancel each other out.</p><p> </p><p> </p><p> </p><p>The administrative cost savings from the abolition of the tax disc are estimated to be £13.8m per year as set out in the Impact Assessment published by the Driver and Vehicle Licensing Agency (DVLA) on 8 September 2014. These savings reflect the costs associated with producing, issuing and posting the tax disc.</p><p> </p><p> </p><p> </p>

answer text <p>We have to recognise that the UK is not immune to problems elsewhere in the world. The UK has one of the most open economies in the world through trade and financial channels. In particular, growth in the euro area – our largest trading partner – is weak and we have to expect that to dampen our own recovery.</p><p> </p><p> </p><p> </p><p>Since entering office, this Government has worked consistently towards a rebalancing of the UK economy and growing our trade with all parts of the world, including key emerging markets. Since 2010, for example, UKTI has increased the number of its overseas-based staff working outside the EU from 875 to 1060, reflecting the growing priority being given to non-EU markets; and, excluding aircraft, nearly all of the exports supported by UK Export Finance in recent years have been to markets outside the EU. Ministers continue to take an active role, including through the Chancellor-led annual Economic and Financial Dialogues with India and China, the most recent of which secured £2.4 billion in bilateral investment deals.</p><p> </p>

answer text <p>The Government takes the enforcement of the National Minimum Wage (NMW) very seriously. HM Revenue and Customs (HMRC) review every complaint that is referred to them by the Pay and Work Rights Helpline. In addition, HMRC undertake targeted enforcement on employers across the United Kingdom who are more likely to be not paying NMW.</p><p> </p><p> </p><p> </p><p>The Government has increased the financial penalty percentage from 50% to 100% of the unpaid wages owed to workers, and the maximum penalty from £5,000 to £20,000. These new limits are now in force where arrears are identified in pay reference periods on or after 7 March 2014. The Government will also bring in primary legislation as soon as possible so that the maximum £20,000 penalty can apply to each underpaid worker.</p><p> </p><p> </p><p> </p><p>HMRC do not keep data on Notices of Underpayments in a format to enable provision of the statistics requested.</p><p> </p><p> </p><p> </p><p>Of the 25 firms named by Department of Business, Innovation and Skills (BIS) on 8 June 2014, 10 investigations commenced in October 2013; 10 in November 2013 and 5 in December 2013.</p><p> </p><p> </p><p> </p><p>Of the 5 firms named by BIS on 28 February 2014, 4 investigations commenced in October 2013 and 1 during November 2013. The Notices of Underpayment for these 5 cases were all issued in December 2013.</p><p> </p>
