answer text <p><del class="ministerial">The Environment Agency have met Dudley Metropolitan Borough Council Environmental Health and Planning Departments four times between November 2016 and July 2017 to discuss Rowan Oak Waste. At each meeting the Environment Agency have provided the latest information on their action against the clearance of the site and their enforcement action against the operator. The Environment Agency have also discussed and agreed how amenity complaints from the site would be dealt with.</del></p><p><del class="ministerial">Councillor Steve Waltho and Councillor Ali Shaukat have also attended these meetings. They have taken the information shared back to their local communities to keep them updated.</del></p><p> </p><p><ins class="ministerial">The Environment Agency has spoken with HM Revenue and Customs on this matter. The Environment Agency have provided them with details regarding the criminal investigation into the site. The investigation is ongoing and we cannot, at this stage, provide the details of what information was shared as this could undermine our enforcement action.</ins></p><p> </p>

They have taken the information shared back to their local communities to keep them updated.</del></p><p> </p><p><ins class="ministerial">We have made all Emergency Services, including West Midlands Police, aware of the site through the West Midlands Local Resilience Forum (WM LRF) meeting. We have advised West Midlands Police that we are undertaking a criminal investigation into the company.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">We have shared information and raised awareness of this site, along with other sites within the West Midlands Conurbation, to all the partners of the WM LRF detailing the high risk of fire from these sites and what action we have taken to reduce this risk. </ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">We have separately met with West Midlands Fire Service to ensure that fire risk has been appropriately assessed and a suitable incident response plan has been produced for this site.</ins></p>

answer text <p><ins class="ministerial">UK legislation already exists to establish Producer Responsibility schemes for a number of items, including for packaging, which unfortunately can still be littered. </ins></p><p>The Government’s Litter Strategy for England, published on 10 April, outlines a range of measures to reduce litter and littering behaviour. As part of the Strategy we are establishing a working group to explore voluntary or regulatory measures to reduce the incidence of commonly littered items.</p> more like this

Authorisation is only granted if scientific data demonstrate that the proposed use of the pesticide will not have any harmful effects on human health or any unacceptable effect on the environment. The way that product brands influence consumers’ choices will vary between cases, depending on the circumstances. Enforcement authorities will take action if there is evidence that a food business operator is labelling food in a way that is misleading.</ins></p> more like this

Ministers will correspond directly with the Member.</em></del></p><p><ins class="ministerial">Fly-tipping is unacceptable whether it occurs on public or private land. Not only does it blight the areas in which it occurs but may also pose a risk to the environment and human health.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">In May 2016 we gave local councils the power to issue fixed penalty notices of up to £400 for small-scale fly-tipping as an alternative to more costly prosecutions. This built on other action to tackle fly-tipping, including: working with the sentencing Council on its sentencing guideline for environmental offences; making it easier for vehicles suspected of being involved in waste crime to be stopped, searched and seized; continuing to chair the National Fly-Tipping Prevention Group to promote and disseminate good practice for tackling fly-tipping; strengthening the waste Duty of Care by publishing a revised Code of Practice and supporting the industry-led Right Waste Right Place campaign to promote Duty of Care to small businesses.</ins></p>

answer text <p>The UK national inventory of greenhouse gases (GHG) reports emissions of 49.2 million tonnes from agriculture in 2014, the most recent year for which data is available. This represents around 9% of total UK GHG emissions. Of these, around 63% come from livestock and their manures.</p><p> </p><p>Imported feeds such as soya meal can have significant environmental impacts. Defra has conducted research on home grown alternatives to imported feeds and continues to work with industry to reduce these impacts.</p><p> </p><p>Industry is making progress to reduce greenhouse gas emissions from livestock production. For example, the British pig industry reduced emissions by 26% in the period <del class="ministerial">2018 </del> <ins class="ministerial">2008</ins> to 2012, mainly due to a 50% reduction in the use of soya in pig feeds.</p><p> </p> more like this

answer text <p>Information on dog attacks on sheep and other livestock is not routinely collated by Defra. However, details of the number of people prosecuted under the Dogs (Protection of Livestock) Act 1953 for each of the last four years for which details are available can be found in the attached table.</p><p>Defra and the Animal Health and Welfare Board for England (AHWBE) recently met police forces, farming and rural interests to discuss the situation.
