answer	answer is ministerial correction date of answer 06/11/2018 answer text <p>Illegal puppy smuggling is an abhorrent practice that abuses the Pet Travel Scheme (PTS), and we are determined to put an end to it.</p><p>We have increased resourcing at major UK ports. In partnership with Dogs Trust, enforcement bodies and transport carriers, we are identifying non-compliant animals destined for Dover and Folkestone ports. This partnership began in December 2015, and has since then resulted in over 800 puppies being seized and placed into quarantine.</p><p>We are also working to develop long term solutions through an intelligence led task force.</p><p>Many owners do not know the true origin of their pet. We have published guidance for owners on buying a pet responsibly, which includes advice on what to look out for. A wider public communications campaign is also being planned.</p><p>At an international level, we are currently a member of the EU Platform on Animal Welfare, which includes work on illegal dog imports.</p><p>We have also introduced new licensing regulations intended to drive up welfare standards for a range of activities involving animals, including dog breeding, which came into effect on 1 October. We have recently consulted on a proposed ban on third party sales of puppies and kittens. For example, in 2015 we introduced a Pollinator and Wildlife Package to the Countryside Stewardship Scheme to provide a suite of habitats on farmland. Since 2011, management has been established on approximately 130,000 hectares of land to create new wildlife-rich habitat, principally through agri-environment schemes.</p><p> </p><p>The 25 Year Environment Plan reaffirms the Government’s commitment to expanding and connecting wildlife habitats through a Nature Recovery Network, which will drive how we deliver action for bees and other wildlife in the future.</p><p> </p><p>Mapping and high quality spatial information on the location and quality of existing habitats will be key to this. answer	answer is ministerial correction date of answer 05/11/2018 answer text <p>Councils play a central role in achieving high recycling rates and we want to see them provide comprehensive waste and recycling collection services that have the support of local householders. We have provided local government with over £200 billion for this spending period and while councils make their own spending decisions, we would expect them to prioritise what they do to deliver what their residents want to see and to ensure good waste management practice.</p><p> </p><p>The government has also announced in the Budget a fund of £20 million to tackle plastic waste and boost recycling. It also announced measures to place a tax on packaging that does not contain enough recycled content. The government will consult shortly on these measures and measures to reform producer responsibility. answer	answer is ministerial correction date of answer 01/11/2018 answer text <p>Earlier this year, my department provided local authorities and the police with guidance which reminded them of the measures and powers they have in order both to prevent and to deal with dangerous dog attacks. These measures include the ability to issue Community Protection Notices to individuals whose dogs are causing low level nuisance, and hence to intervene before a dog becomes dangerous. Other measures include using the Dangerous Dogs Act 1991 where a dog is considered to be dangerously out of control, in any place. The guidance, as with the measures, apply regardless as to whether the dog has attacked pets, livestock or wild animals. The 2016 National Flood Resilience Review requires utility companies to develop plans for permanently improving resilience of service provision from the most severe flood events.</p><p> </p><p><br></p><p>In 2019, we will update the national flood and coastal erosion risk management strategy, looking to strengthen joint delivery across organisations. answer	answer is ministerial correction date of answer 22/10/2018 answer text <p>The NAO report states that while local authority spending power has decreased, local Government spending on floods has increased by 29% in real terms since 2010.</p><p><strong> </strong></p><p>This Government is investing £2.6 billion capital to better protect the country from flooding. £2.6 billion is a real terms increase – up from £1.7 billion in the 2010-2015 Parliament, and £1.5 billion between 2005 and 2010. Local authorities have access to this funding for flood defence improvements on the same terms as the Environment Agency and internal drainage boards.</p><p> </p><p>Other funding for local authority needs, including for local flood management, is provided by the Ministry of Housing, Communities and Local Government. Over this spending period, councils will be able to access more than £200 billion to spend on local services. answer	answer is ministerial correction date of answer 23/07/2018 answer text <p>Public rights of way are a local matter and are handled by individual local highway authorities.</p><p> </p><p> </p><p> </p><p>It is up to local authorities to assess the quality of the rights of way network in their area and perform maintenance accordingly. They are also required to keep a Rights of Way Improvement Plan (ROWIP) to plan improvements to their network, which is usually available on the authority’s website. answer	answer is ministerial correction date of answer 02/07/2018 answer text <p>The Government is firmly committed to improving the UK’s air quality and ensure we leave our environment in a better state than we inherited it. This is supported by a £3.5billion plan to improve air quality.</p><p> </p><p> </p><p> </p><p>We have required 61 local authorities to develop local plans to deliver compliance with nitrogen dioxide limits as soon as possible. It is right that local authorities take the lead in developing local air quality plans as they know their local area best. The Government is supporting the local authorities with technical support in developing their plans and has committed £475m through the Implementation Fund and Clean Air Fund to provide them with funding for air quality improvements.</p><p> </p><p> </p><p> </p><p>In South Yorkshire Sheffield City Council and Rotherham Metropolitan Borough Council have been required to develop a local plan and to date have been awarded £2,502,100 from the Implementation Fund to date to help carry out the work needed to develop air quality plans and to implement a number of early measures including: a project to install rapid charging points at key locations across Sheffield; a project to purchase electric taxis and lease them out to taxi drivers to raise awareness of the ULEV experience; a project to adapt traffic signals on Abbeydale Road to reduce the occasions when traffic stops, with a reduction in sitting traffic lowering emissions; and funding for air quality communications. Further funding will be made available when they present their final plans.</p><p> </p><p> </p><p> </p><p>Additionally, since 2017 South Yorkshire has received nearly £10m to improve air quality with Sheffield City Region awarded £7,500,000 in 2017 to support active travel, Sheffield City Council awarded £1,946,800 through the Clean Bus Technology Fund 2017-19 to enable 117 buses to be retrofitted with pollution-reducing technology, and £125,000 awarded to Barnsley Metropolitan Borough Council through the air quality grant to improve local air quality in Barnsley and Doncaster.</p><p> </p><p> </p><p> </p><p>Local authorities currently have a range of tools they can use to reduce local air pollution which includes the powers to introduce a Clean Air Zone voluntarily.
