This is an abhorrent trade which causes suffering to the smuggled dogs and puts the health of pets and people in the UK at risk. Defra is working hard to tackle the problem through a comprehensive approach that seeks to target both the supply and demand of illegally imported dogs.</p><p> </p><p>International engagement is one aspect of this approach. It takes place through Defra, with input from APHA intelligence and expertise. Under Article 26 of EU Regulation 1/2005 (on the protection of animals during transport and related operations), Defra notify Member States of the origin of the transporter where a welfare issue with an import has been identified. We send these to notify the Member State so that they can take remedial action to ensure that the transporter complies in future. The notifications include details of passports and certificates. The UK Chief Veterinary Officer (CVO) has written to her counterparts in countries where illegally imported dogs typically originate, including (most recently) her counterparts in Hungary and Serbia. These figures cover all commercially imported dogs, including commercial puppies, rescue dogs, research dogs and unaccompanied pets.</p><p> </p><p>The information that the Animal and Plant Health Agency (APHA) has provided is a true reflection of the information that is held. answer	answer is ministerial correction date of answer 16/11/2018 answer text <p>Defra takes the threat to public and animal health posed by animals entering the United Kingdom (UK) very seriously and requires rabies vaccination for pet animals (cats, dogs and ferrets) entering the country, as well as other high risk species entering zoos or pets destined for the pet trade.</p><p> </p><p>Pet travel between EU member states and from some other lower risk third countries requires a rabies vaccination followed by a 21 day waiting period. For third countries with higher rabies risk, stricter rules apply involving a rabies antibody titration test and waiting period. A quantitative risk assessment was carried out in 2011, which assessed the risk of a pet animal with rabies entering the UK under the EU Pet Travel Scheme (PTS) as very low. Since then, there have been no rabies incursions in the UK, but Defra continues to monitor the disease situation and will undertake a further formal risk assessment if evidence indicates that one is warranted.</p><p> </p><p>The Government has no immediate plans to change the rabies regime in the short term after the UK’ leaves the EU. The list of countries that these dogs come from are listed in <strong>Annex 1</strong>.</p><p>The purpose of the Pet Travel Scheme is to manage the risk of rabies entering the UK and to ensure appropriate vaccination, at an appropriate age, therefore the Animal and Plant Health Agency (APHA) do not systematically record numbers for all imports from individual countries.</p><p> </p><p>The data for commercial dog imports found in <strong>Annex 2</strong> was extracted from the Trade Control and Expert System (TRACES). In some cases imports are recorded on TRACES as ‘<em>Canis familiaris</em> / <em>Felis catus’</em>, so APHA is unable to distinguish between cat or dog imports. answer	answer is ministerial correction date of answer 17/10/2017 answer text <p>We take the issue of illegal trafficking of puppies very seriously, and the Animal and Plant Health Agency (APHA) are gathering intelligence to help us understand the size of the problem regarding puppy smuggling.</p><p>Defra and APHA work constructively with other government agencies and charities to share intelligence on illegal movements of pet animals. APHA has established an intelligence team which will gather data, intelligence and information on illegal movement of dogs and puppies and, as appropriate, share with enforcement bodies.</p><p>APHA works in partnership with the Dogs Trust and Kent County Council to identify and seize dogs and puppies which were not compliant with the requirements as part of a pilot project at Dover responding to intelligence on potential non-compliance.
