answer text <p>We are looking to take the opportunities which leaving the EU presents to make further simplifications for the 2021 Basic Payment Scheme. This could include removing some or all of the burdensome greening rules which have failed to deliver for the environment such as the 'three crop rule' which tells farmers how many crops they must grow, regardless of the demands of the market. Relevant regulations will be subject to Parliament's approval. We will announce the new rules to farmers in due course.</p> more like this

answer text <p>The Environmental Land Management (ELM) National Pilot will be the means by which Defra will pilot, at scale, the new ELM scheme, in real world situations with a wide range of farmers, foresters and other land managers. The first agreements with those taking part in the Pilot are planned to begin formally in late 2021. The Pilot is planned to run for three years until ELM is launched in late 2024 and will provide an important opportunity for farmers, foresters and other land managers to be involved in shaping the scheme.</p><p> </p><p>The Pilot will be undertaken in close consultation with relevant stakeholders. Detailed proposals on what will be included in the Pilot are currently being developed.</p> more like this

answer text <p>We are working closely with the Rural Payment Agency (RPA) to look at all the available options to support farmers who are being affected by wet weather issues.</p><p> </p><p>The RPA has published online guidance to provide advice around crop diversification requirements and force majeure. answer text <p>As part of the transition to our new agriculture policy in England we plan to delink Direct Payments from the land. When delinked payments are introduced, they will entirely replace the current Basic Payment Scheme (and greening and young farmer payment) for all farmers. The earliest we will delink is 2022. Once we have delinked payments, recipients will no longer have to farm in order to receive payments during the agricultural transition.</p><p>Eligibility for delinked payments will be based on a reference period. This reference period will be a year, or period of years, before we introduce delinking. We will consult farmers and stakeholders on the detail of how delinking will work before deciding when to introduce it.</p><p>This is a devolved matter and the information provided therefore relates to England only.</p> more like this

answer text <p>The Agriculture Bill will introduce ambitious new schemes in England, based on the principle of “public money for public goods”, which will allow us to reward farmers and land managers who protect our environment, improve animal welfare and produce high quality food in a more sustainable way.</p><p> </p><p>Our Environmental Land Management (ELM) scheme is the cornerstone of our new agricultural policy. Founded on the principle of “public money for public goods”, ELM is intended to provide a powerful contribution to achieving the goals of the 25 Year Environment Plan and commitment to net zero carbon emissions by 2050, while supporting our rural economy.</p><p> </p><p>We are working closely with a range of environmental and agricultural stakeholders to collaboratively design the new ELM scheme so that it is fit for purpose. We are currently running a programme of Tests and Trials, the priorities for which are the building blocks we will need for the National Pilot, due to commence in late 2021 and run to 2024. The National Pilot will provide a critical opportunity to test and refine the scheme design prior to full roll out of the ELM scheme in late 2024 across England.</p><p> </p><p>Clause 3 of the Agriculture Bill provides the Secretary of State with the power to make regulations to check, enforce and monitor the conditions of financial assistance provided under the Bill. This includes the power to establish a mechanism for appealing against decisions. Clauses 4 to 6 of the Bill also require the publication of multi-annual financial assistance plans, annual financial reports and impact and effectiveness reports. This transparency will enable public scrutiny of our future spending plans and the extent to which Government funding for agriculture, horticulture and forestry activities has been delivered on a value for money basis.</p><p> </p>

answer text <p>The Government plans to phase out Direct Payments to farmers in England over a seven year agricultural transition period. For the first year of the transition, 2021, we will reduce Direct Payments by up to an already announced set of percentages, which could free up to around £150 million to reinvest into the delivery of public goods and providing support for farmers during the transition. We will set the reduction percentages for the later years of the transition taking account of our detailed plans for future schemes and wider discussions about Government spending.</p><p> </p><p>The Government’s election manifesto guaranteed the current annual budget in every year of the new Parliament, giving significant certainty on funding for the coming years. In England this will enable the Government to provide financial support for the purposes set out in the Agriculture Bill.</p> more like this
