answer text <p>The Home Office’s sponsor licence system places clear and binding requirements and obligations on employers looking to recruit and manage overseas employees. Should an employer be found to be in breach of these requirements we will take action and can remove their ability to recruit from overseas.</p><p> </p><p>The Department of Health and Social Care has published guidance on applying for jobs from abroad as part of wider efforts to address concerns about exploitative recruitment and employment practices. It aims to help prospective overseas candidates make informed decisions when seeking health or social care jobs in the UK and includes information on how to avoid exploitation and where to report concerns and/or access wider support or help in the UK. answer text <p>The overall regulation of care homes is administered by the Care Quality Commission (CQC) rather than the Gangmaster Labour Abuse Authority (GLAA). The CQC monitors, inspects, and independently regulates services of health and adult social care in England. The standard CQC Whistleblowing Policy applies to exploited care workers raising concerns. The GLAA undertakes inspections of businesses in their licenced sectors, which does not currently include care homes.</p><p>The Government does not hold a breakdown of data by labour market sector for the time periods requested. However, the GLAA has conducted visits to care homes as part of enforcement activity.</p><p>Labour market enforcement bodies set up Operation TOPAZ in May. This is a multi-agency enforcement operation to investigate a range of allegations about the adult care sector. The operation is in its initial stages and the allegations range from labour market offences, such as charging for work finding fees, potential non-payment of National Minimum Wage, to wider issues such as illegal working and student visa abuse. The GLAA lead work on the higher level of exploitative abuses, such as potential debt bondage and modern slavery.</p><p>We are developing a robust evidence base that will underpin our strategy to manage risks across the adult care sector.</p>

answer text <p>The Government takes reports of illegal and unsafe employment practices, including in the social care sector, incredibly seriously. The Government works closely with enforcement bodies, including the Gangmasters and Labour Abuse Authority (GLAA). Any information regarding allegations of Modern Slavery practices should be referred to the GLAA. In addition, the Government is guided by the Director of Labour Market Enforcement strategy, which includes an assessment of the scale and nature of non-compliance across all sectors, which enables the enforcement bodies to target their activity in areas of greatest concern.</p><p> </p><p>Employers in the health and care sector are expected to adhere to the Department for Health and Social Care’s code of practice in their recruitment and support of overseas employees. This is in the process of being updated and will include stronger guidance on ensuring fairness in recruitment practices and setting out clear routes of escalation for anyone with concerns about exploitative recruitment or employment practices to ensure they can be fully investigated by the appropriate organisation.</p><p> </p><p>The Home Office’s sponsor licence system also places clear and binding requirements and obligations on employers looking to recruit and manage overseas employees.
