answer text <p>Supporting children and young people's mental health, including the most vulnerable, is a priority for the Government. We know that mental health needs are more prevalent among looked after children which is why we are working with the Department for Education to develop and trial new high-quality mental health assessments for looked after children. These pilots ensure that young people are assessed at the right time, with a focus on their individual needs as they enter care. The Department for Education has awarded £240,000 to a group of organisations, led by the Anna Freud Centre, to deliver up to nine local pilots over two years.</p><p>Our £8 million Wellbeing for Education Return programme will provide schools and colleges all over England with the knowledge and access to resources they need to support children and young people.</p><p>The NHS Long Term Plan will see an expansion of specialist services, including crisis care, as part of a comprehensive offer that reaches across mental health services for children, young people and adults.</p>

answer text <p>Under the new gatherings limit of six people that applies nationally, individuals can meet anyone they want, whether they live with them on not.</p><p>Under the local restrictions that apply in parts of the country, individuals must not host or meet with people they do not live with in their home or garden, whether inside or outside of the affected area, unless they are in a support or childcare ‘bubble’. answer text <p>The Government recognises the significance of life events, particularly funerals, and treats them with sufficient sensitivity therefore there are different exemptions to the rule of six for weddings and funerals. The grieving process and related formal and informal rituals through which we mourn the passing of loved ones are important for the health and wellbeing of the bereaved.</p><p>Although gathering in larger groups does increase the risk of transmission, we have been clear that people should follow social distancing rules when gathering with people they do not live with. People should continue to follow this advice at these events, making sure to wash their hands, cover their face and maintain space. We continue to keep these restrictions under constant review and will ensure they remain proportionate to the threat to public health posed by COVID-19.</p> more like this

answer text <p>The £588 million discharge fund does not include funding for National Health Service mental health trusts.</p><p>NHS financial arrangements for the remainder of 2020/21 include amounts for local systems to respond to COVID-19 and support for mental health discharges can be funded through monies available to local systems.</p><p>Separate discharge guidance for NHS mental health trusts is being developed in collaboration with NHS England and we will seek to publish this shortly.</p><p> </p> more like this

answer text <p>Regional teams held discussions with Directors of Public Health (DPH) for all affected areas before the consultation. No further representations were made by either the council or the DPH for Halton.</p><p>The decision was based on the strong links between all the areas for work, family and socialising, as the incidence rate continued to rise in Halton in line with the rest of the region. At 11-17 September 2020 the weekly incidence rate was 60.7 per 100,000 population, which was significantly above the national average. A further discussion was held with the collective DsPH for Merseyside and deputy for Halton post the GOLD meeting on 17 September.</p> more like this

answer text <p>The Government makes decisions on local interventions through the Local Action Committee (GOLD) chaired by the Secretary of State for Health and Social Care, escalating to other Ministers and the Prime Minister as necessary. GOLD considers the latest data and advice from experts, including our epidemiologists and the Chief Medical Officer, but also consults local leaders and Directors of Public Health. We consider case rates, trends in the data and causes, but also local geography and an assessment of the local response and plans, before making judgements about whether restrictions are needed and if so, what restrictions are most appropriate.</p> more like this
