answer text <p>Spending figures can be found in the revenue outturn returns published on the Local Authority Revenue Expenditure and Financing tables on gov.uk.</p><p> </p><p>Despite the need to pay off the deficit left by the last Labour Government, net current expenditure on social care has increased from £20.962 billion in 2009-10 to £22.089 billion in 2014-15 (budget).</p><p> </p><p>Government initiatives like the Better Care Fund are joining up the NHS and social care, so savings can be delivered through joint working and outcomes improved.</p> more like this

answer text <p>The Operational Programme governing the 2014-20 European Regional Development Fund in England will set out the role of Local Enterprise Partnerships and local partners. The Government is clear that local plan priorities will shape funding decisions, with local partners strongly engaged in the first calls due later this month and in the assessment of applications<strong>. </strong> We will review Local Enterprise Partnerships' and partners’ role in the programme in the next 12 months and use that time to work with them to develop proposals for greater local responsibility. The Department will be publishing selection criteria alongside the first calls for projects. The role of the Programme Monitoring Committee is set out in European Regulations and do not provide for the Programme Monitoring Committee to have a role in project selection.<br><br>The programme has to operate within the rigid and bureaucratic rules set by the European Commission.</p> more like this

answer text <p>At the end of December 2014, local authorities had identified 117,910 troubled families; all of whom were, or had been, engaged in the programme.</p><p> </p><p>As of the end of February 2015, local authorities had reported that 105,671 families had been ‘turned around’ and 10,508 of these families included a family member who had moved off out of work benefits and into work for a period of at least 13 weeks.</p><p> </p><p>My Department regularly publishes this information online. answer text <p>The full £2.7 billion European Regional Development Fund allocation for 2007-13 has been committed, and is on track and on course for where we would expect to be at this stage in the programme.</p><p> </p><p>The programme is worth a total of £2,749,090,730 excluding match funding. Since 1 May 2010, the current programme has contracted projects worth a total value of £1,365,042,943.</p><p> </p><p>Of that, £816,874,958 has been paid out from the European Regional Development Fund and £548,167,985 remains to be claimed by grant recipients. All activity, outputs and spend must be completed by September 2015, and recipients then have until the end of December 2015 to submit their claims for expenditure incurred.</p><p> </p><p>As outlined to the hon. Member in the answer to him of 26 November 2014, Question 206317, the 2000-06 programme under the last Labour Government was poorly administered; only 93% of the allocation was ever committed, leaving £311 million of uncommitted resources.</p><p> </p><p>This Government has overhauled the administration of the 2007-13 programme, and cleaned up the mess left behind on the 2000-06 programme, and at the same time, navigated through the reams of complex European Commission bureaucracy around the programme.</p>

I also wrote to all billing authorities on 19 February 2015 reminding them of the Government’s clear expectation that they should pass down funding to eligible parishes in 2015-16 and have placed a copy of this letter in the Library of the House.</p><p> </p><p>Every sector of local government should be doing their bit to keep council tax down for hard-working people. Although the referendum principle does not apply to town and parish councils in 2015-16, we continue to keep this option under active consideration. The Government has given new rights for taxpayers to approve or veto excessive council tax rises set by principal local authorities. If necessary, we are prepared to extend this to town and parish councils in the future if there is evidence of unreasonable hikes being imposed on taxpayers without their consent.</p>
