answer text <p> </p><p>My Department does not hold this information.</p><p> </p><p>Local authorities have extensive powers to take action against landlords who do not fulfil their legal obligations to tenants, or who fail to maintain their properties adequately. All complaints about landlords should be directed towards the relevant local authority.</p><p> </p><p> </p><p>Letting agents are required to comply with Consumer Protection Legislation, and anyone who has concerns about a letting agent can raise this with Trading Standards.</p><p> </p><p>However, to strengthen the hand of consumers, we have introduced new legislation which will require all letting and managing agents in England to belong to an approved redress scheme. The Government is also introducing legislation which will ban letting agents from charging hidden fees.</p><p> </p> more like this

answer text <p> </p><p>My Department does not publish forecasts or targets for overall house building, including for individual years of specific programmes. As mentioned in the previous answer, we are taking practical steps to encourage starts on site of affordable homes funded by the Homes and Communities Agency in order to avoid any hiatus caused by the ending of the current Affordable Homes Programme in March 2015.</p><p> </p><p> </p><p> </p><p>Our 2011-15 Affordable Housing Programme is on course to deliver 170,000 new affordable homes and our 2015-18 Affordable Housing Programme will deliver a further 165,000 new affordable homes (the fastest rate of affordable house building for 20 years).</p><p> </p><p><strong> </strong></p><p> </p><p><strong> </strong></p><p> </p> more like this

I have had no discussions with the Authority on this matter.</p><p> </p><p><strong> </strong></p><p> </p><p>The Knight Review ‘Facing the Future', found huge variations in the way fire and rescue authorities operated and concluded that there were significant opportunities for sensible savings such as through: sharing of senior staff, reforms to flexible staffing and crewing arrangements, better procurement, shared services, collaboration with emergency services and other organisations on service delivery and estates, sickness management, locally led mergers and operational collaborations, new fire-fighting technology, preventative approaches and working with local businesses.</p><p> </p> more like this

A further £23.9 billion was spent on public service contracts, which would include those awarded to both voluntary and private sector bodies (a breakdown between the two is not available). These figures are based on updated methodology and returns, and are not comparative to the previous figures supplied to my hon. Friend.</p><p> </p> more like this

answer text <p> </p><p><em>[Holding Reply: Thursday 12 June 2014]</em></p><p> </p><p> </p><p> </p><p>As stated in the impact assessment on the abolition of the Standards Board regime (published in January 2011), a post implementation review will be carried out three to five years after implementation of the policy which was in July 2012.</p><p> </p><p> </p><p> </p><p>My Department routinely receives representations about standards arrangements in local government, and indeed, on a whole range of local government issues. We will have regard to representations and comments when we undertake our post implementation review.</p><p> </p><p><strong> </strong></p><p> </p><p>However, Ministers are clear that the new provisions are a significant improvement on the old, discredited regime. The Localism Act has clarified predetermination rules allowing elected councillors to campaign and speak up on local issues. We have reversed the petty culture of malicious and unfounded complaints that wasted time and energy and undermined the good reputation of local government. We have increased transparency on councillors' interests, and put in place criminal sanctions for the very rare instances of corruption. This is complemented by the role of political parties in ensuring good conduct, the law of libel, and the ultimate sanction: the ballot box.</p><p> </p><p> </p><p> </p><p> </p><p> </p>
