answer	answer is ministerial correction date of answer 27/04/2020 answer text <p>The welfare of children and young people with special educational needs or disabilities (SEND) and their parents or carers is a high priority for the government, especially during this period of uncertainty. We are working closely with colleagues across government to ensure that appropriate arrangements and support are in place for all Department for Education sectors – from the early years and childcare, to schools and children’s social care, including for children with special educational needs. The government is providing local authorities with an additional £3.2 billion to help them cope with the impact of the pandemic, including within the SEND and children’s social care sectors. The access of parents and carers to respite care and their subsequent ability to safely meet the health and care needs of their children is key to determining whether vulnerable children and young people are safer in their home or educational setting. However, the responsibility for commissioning any at-home provision lies with the local authority responsible for maintaining Education, Health and Care plans, though it may be possible for some of the provision to be provided by the school or college. Local authorities should update their Code of Conduct for issuing penalty notices to make this clear. New cases should not be taken forward and any cases from 16 March should be withdrawn. This approach should also be applied to prosecutions for non-attendance.</p><p>Guidance has been issued on providing support for vulnerable children, including those with special educational needs or disabilities, during the current period of school closures. answer	answer is ministerial correction date of answer 08/04/2020 answer text <p>We are working hard to mitigate the impacts of COVID-19 on all parts of our society, including individuals and business. Childcare providers will have individual agreements with parents and therefore we urge all childcare providers to be reasonable and balanced in their dealings with parents, given the great uncertainty they will be facing too.</p><p>We acknowledge that in many cases, the insurance that early years providers have will not cover them for income lost during COVID-19-related closures. That is one of the reasons why we announced on 17 March that we will continue to pay funding to local authorities for the early years entitlements for 2, 3 and 4-year-olds and that funding would not be clawed back from local authorities due to closures or children being unable to attend.</p><p>We expect local authorities to follow the Department for Education’s position and to continue paying childminders, schools and nurseries for the early years entitlements – even if providers have suspended delivery of those entitlements due to COVID-19. This protects a significant proportion of early years providers’ income. In addition, the government has set out a range of support for businesses and workers to reduce the impact of COVID-19 on them. Many early years providers will qualify for this support.</p><p>This support being provided for individuals includes the Coronavirus Job Retention Scheme, which means that for each employee not working but kept on payroll, the government will contribute 80% of their wages up to £2,500, backdated to 1 March 2020. Self-employed people may be eligible for taxable grants under the government’s Coronavirus (COVID-19) Self-employment Income Support Scheme. answer	answer is ministerial correction date of answer 31/03/2020 answer text <p>Domestic abuse is a devastating crime and we fully recognise the impact it has on children and young people who may feel even more vulnerable if they are unable to attend school.</p><p>We want to prioritise supporting those most in need at this very difficult time and ensuring that vulnerable children remain protected is a top priority for government. Schools have been asked to continue to provide care for vulnerable children including those who are supported by social work, those with safeguarding and welfare needs, including child in need plans, on child protection plans, ‘looked after’ children, young carers, disabled children, and those with education, health and care plans.</p><p>We will work with schools and local authorities to help identify the children who most need support at this time.</p><p>Local authorities have the key day-to-day responsibility for delivery of children’s social care. That is why, on Wednesday 18 March, the Prime Minister and the Secretary of State for Education announced that schools will remain open for vulnerable children alongside the children of critical workers. Vulnerable children include those who have a social worker and those with education, health and care plans.
