answer text <p>In October 2019, His Majesty’s Government announced its decision to use the Online Safety Bill to protect children from pornography. The provisions in this Bill will provide greater protection to children than Part 3 of the Digital Economy Act. It will cover a wider range of services, including social media companies and search services, which were not in scope of the Digital Economy Act, and which play a significant role in enabling children to access harmful content online.</p><p><br>There is no statutory obligation to update the guidance mentioned in section 27 of the Digital Economy Act. As HM Government intends to repeal Part 3 of that Act through the Online Safety Bill, amending this guidance would not serve any purpose as it will not be used. Instead, Ofcom, as the independent regulator for the online safety regime, will set out the steps companies can take to protect children from harmful content such as pornography in codes of practice. Ofcom will also publish guidance for companies to meet the duty to protect children from published pornography in Part 5 of the Bill. The Secretary of State will also have a general power to issue guidance to Ofcom about the exercise of its functions under the Bill.</p><p><br>Ofcom will have a range of powers to assess whether companies are fulfilling their duties, and will be empowered to enforce the new regulatory regime. The British Board of Film Classification’s designation as the age verification regulator under the Digital Economy Act was revoked following the October 2019 announcement.</p>

answer text <p>The Government recognises the important role that postal services have in supporting the UK economy as well as individuals, families and businesses throughout the country, particularly during the coronavirus pandemic. We remain committed to ensuring the universal postal service, through the universal service obligation, remains affordable and accessible to all users.</p><p> </p><p>Ofcom, as the UK’s designated independent regulator of postal services, monitors Royal Mail’s performance standards in relation to its delivery of the universal postal service. Under Ofcom’s regulatory framework Royal Mail, as the UK’s designated universal service provider, is subject to a set of minimum requirements and service standards in the provision of universal services. Ofcom publishes an annual monitoring update on postal services on its website.</p><p> </p><p> </p><p>Ofcom is carrying out a review of the future regulatory framework for post which it aims to complete in 2022.  As part of this review, Ofcom is considering whether its regulatory framework remains fit for purpose and effective. Ofcom intends to publish a full consultation on the future regulation of postal services later this year.</p>

answer text <p>In September 2019, NHS England and NHS Improvement published a revised version of the guidance on <em>Delivering Same-Sex Accommodation</em>. The team are reviewing feedback received and considering further revisions.</p><p>The guidance is clear that providers of National Health Service-funded care are expected to have a zero-tolerance approach to mixed-sex accommodation, except where it is in the overall best interest of all patients affected. There are some clinical circumstances where mixed sex accommodation can be justified. These are few, and mainly confined to patients who need highly specialised care, such as that delivered in critical care units.</p><p>There are currently no plans to withdraw the guidance. The guidance is relevant to all patients including patients who have the protected characteristic of gender reassignment as set out in the Equality Act 2010. That is, a person who is proposing to undergo, is undergoing or has undergone a process (or part of a process) for the purpose of reassigning sex. The review will include consideration of whether the language used within the guidance needs to be clearer.</p><p>NHS trusts have not been asked to provide the information required to make an assessment of the impact of allowing patients to self-identify their gender and there are no plans to ask them to do so. NHS trusts will be required to provide single sex services to patients, unless it is appropriate to do otherwise based on the patient’s clinical condition.</p>

answer text <p>NHS England is currently undergoing a transformation of its commercial and procurement functions and, as part of this process, a need has been identified for improved contract management process and for the deployment of skilled contract management resources within the organisation.</p><br /><p>With regard to clinical commissioning groups (CCGs), NHS England has established a Lead Provider Framework Agreement for CCGs (and other public sector entities), providing access to commissioning support services, including procurement and contract management capability. NHS England’s website provides a large number of tools, resources and ‘how to use’ website, all of which can be accessed at: <a href="http://www.england.nhs.uk/lpf" target="_blank">www.england.nhs.uk/lpf</a>. The Lead Provider Framework provides access to nine accredited providers of commissioning support services who are already providing effective contracts and procurement support at scale to other CCGs and commissioners. Most CCGs have undertaken – or are in the process of undertaking – a review of commissioning support needs in order to determine the most effective way of meeting their future capacity and capability requirements, and are supported by NHS England in their make/share/buy decisions and any subsequent procurements under the Lead Provider Framework.</p><br /><p>As indicated, the Lead Provider Framework has numerous tools and resources which are too large to attach to this reply or place in the Library, therefore it can only be accessed via NHS England’s website.</p>

answer text Military exports to Russia are regularly discussed among EU members. In addition to the EU decision to establish a sanctions regime that encompasses military exports to Russia, all EU Partners have been considering their export policies again. We have remained in contact with French officials and fully support their decision to further suspend the Mistral contract. This sends a very strong signal to Russia that its continuing actions in Ukraine are not acceptable. more like this
