answer text <p>As has been the UK Government’s position since 2021, the systems for internal UK trade should be for UK traders, to preserve those benefits for UK traders and to maintain the smooth flow of that trade. We will continue to ensure effective legal underpinnings for those protections for internal UK trade, including as we transition to the new internal market system set out in the Safeguarding the Union Command Paper. answer text <p>As Leader of the House, I shall take my responsibility to ensure all Ministers provide full, timely and accurate responses to Questions for Written Answers (QWAs) very seriously.</p><p>On 7 September 2022 there were four overdue QWAs directed to the Home Office (HO), and one directed to the Foreign, Commonwealth and Development Office (FCDO). As of 28 September 2022, the number of outstanding QWAs from June and July had reduced: the Home Office had two late answers and the FCDO had none.</p><p>My office contacted the FCDO who explained that a technical error prevented their response from being uploaded to the website by the deadline. They have confirmed that a response was issued on 20 July 2022 and a copy was sent via email to the Peer.</p><p>Similarly, the HO has confirmed their two outstanding QWAs were cleared on 11 July but due to a separate technical error, were not uploaded to the website. This issue is being investigated by the HO to prevent it reoccurring. The tabling Peer has been contacted.</p><p>As Leader, I will undertake to remind colleagues of the importance of answering QWAs within the 10 day target, as well as their obligation to the House and Parliament’s important role in scrutinising the Government. My office will continue to work closely with all Departments across Government, and, upon the House’s return, I will write to colleagues to ensure all Ministers in the House of Lords are aware of their duties and what is expected of them in fulfilling their duty to be accountable to your Lordships’ House.</p><p> </p>

answer text <p>The Government recognises that the full impact of COVID-19 on people’s personal finances is still unfolding, and that some are struggling with their finances during these challenging times. The Government is committed to helping people improve their financial wellbeing, and is working with stakeholders from the public, private and third sectors on these issues.</p><p> </p><p>In 2020, the Money and Pensions Service (MaPS), an arms-length body of Government, published the UK Strategy for Financial Wellbeing, which sets out five goals to improve financial wellbeing in the UK by 2030. These include increasing the number of children and young people receiving a meaningful financial education, encouraging saving, decreasing the number of people often using credit for food and bills, increasing the number of people accessing debt advice, and helping people plan for later life. It also includes cross-cutting workstreams focusing on gender, mental health, and wellbeing in the workplace.</p><p> </p><p>The Government also works closely with Fair4All Finance, an independent body which was founded in 2019 to improve the financial wellbeing of those who are financially vulnerable through fair and affordable financial products and services. Since 2019, the Government has provided £96 million of dormant asset funding towards financial inclusion, which are being distributed by Fair4All Finance.</p><p> </p><p>The Government has close and regular engagement with the financial services regulators on issues which contribute to financial wellbeing. For example, in February 2021, the Financial Conduct Authority (FCA) published its finalised guidance for firms on the fair treatment of vulnerable customers. The Government is supportive of recent FCA work on vulnerable customers.</p><p> </p><p>In addition, at Budget 2021, the government announced up to £3.8m for a pilot No-Interest Loans Scheme to support vulnerable consumers who would benefit from affordable credit to meet unexpected costs as an alternative to relying on high-cost credit.</p><p> </p><p>Finally, the Government considers financial inclusion and capability as key determinants of financial wellbeing. The Government reports annually on progress made on financial inclusion through the Financial Inclusion Report. Furthermore, MaPS monitors levels of financial capability in the UK through the Financial Capability Survey, a nationally representative survey of adults living in the UK.</p>

answer text <p>Schools have a duty to promote the spiritual, moral, social and cultural development of their pupils. This may be done through the curriculum, extra-curricular activities, or the whole school ethos. Personal, social, health and economic (PSHE) education is a non-statutory subject that can contribute to the development of pupils’ social and interpersonal skills. All schools should teach PSHE, drawing on good practice, and we have made this expectation clear in the introduction to the new national curriculum.</p><p> </p><p> </p><p> </p><p>We also want to ensure that all young people develop a range of skills and attributes, such as team-working, resilience and grit, which underpin success in education and employment. This is why the Department for Education is investing £5 million to expand the capacity of schools and voluntary organisations to deliver character education.</p><p> </p><p> </p><p> </p><p>The Department for Education has published guidance on promoting the spiritual, moral, social and cultural development of pupils for both maintained and independent schools, which can be found online.</p><p> </p><p> </p><p> </p>

answer text <p>East Coast has conducted some limited analysis on the effect of converting first to standard class carriages on the franchise. Their analysis shows that standard class is not currently capacity constrained. As such, they consider that there is no immediate demand for more standard class carriages and, especially considering the upcoming introduction of the new InterCity Express trains, such a conversion is not likely to provide the best outcome for East Coast passengers or taxpayers.</p> more like this
