answer text <p>The Government set out the way forward on extending fixed recoverable costs (FRC) in civil claims on 6 September 2021, following its earlier consultation. The proposed FRC were put forward by Sir Rupert Jackson, then a Court of Appeal judge, in his 2017 <a href="https://www.judiciary.uk/wp-content/uploads/2017/07/fixed-recoverable-costs-supplemental-report-online-2-1.pdf" target="_blank"><em>Review of Civil Litigation Costs: Supplemental Report – Fixed Recoverable Costs</em></a><em>. </em>The FRC set out in Sir Rupert’s report will be uprated for inflation prior to implementation in 2022. As proposed by Sir Rupert, housing disrepair claims will generally be allocated to Band 3, with more complex claims falling in Band 4. The Ministry of Justice does not hold detailed data on claimant costs awarded in housing disrepair claims.</p> more like this

answer text <p>The Freedom of Information Act is regulated and enforced independently of the government by the Information Commissioner’s Office (ICO).</p><p>The ICO responds to all Freedom of Information complaints with an email acknowledging receipt, which sets out current expected timescales for a response. All complaints are triaged: investigations into relatively simple cases usually commence within 30 days of receipt, while more complex cases may take longer for an ICO officer to investigate.</p><p>The ICO currently receives Grant In Aid funding from the government for its statutory responsibilities in relation to the Freedom of Information Act.</p><p> </p> more like this

answer text <p>We are extremely concerned by reports of widespread human rights violations and abuses in Ethiopia. Civilians must be protected and the violence must stop. The UK is supporting the Office of the UN High Commissioner for Human Rights to ensure that their joint investigation into atrocities in Tigray, with the Ethiopian Human Rights Commission, is independent, transparent and impartial and holds the parties to this conflict directly responsible for their actions. It will issue its report on 1 November. We are also examining how we can best support institutions undertaking investigations into Human Rights abuses and violations. The Foreign Secretary, our Ambassador in Addis Ababa and I continue to raise human rights issues in our discussions with the Ethiopian Government and more broadly we have reminded all warring parties of their obligations under international humanitarian law.</p> more like this

answer text <p>The MoJ committed to a review of immigration advice provision for detainees held in prison, and those in Immigration Removal Centres, in August 2020. The review’s objective is to ensure equal access to high-quality immigration and asylum advice, irrespective of location.  The intention is to consider the differences in the provision of immigration and asylum legal aid to immigration detainees in Immigration Removal Centres and prisons, including the Detained Duty Advice Scheme.</p><p>Work on this review is ongoing and includes working with stakeholders to understand better the experience of individual detainees.</p> more like this

answer text <p>This Government is committed to net zero and takes its legally binding climate commitments very seriously. Carbon pricing (including through tax) is one of the most efficient tools for promoting decarbonisation and already plays a key role in helping the UK achieve net zero emissions by 2050. The UK Emissions Trading scheme, alongside a wide range of taxes, including the Climate Change Levy, Vehicle Excise Duty, and Carbon Price Support rate, are designed to encourage businesses and consumers to make greener choices.</p><p> </p><p>The UK supports the G20 commitment to rationalise and phase out inefficient fossil fuel subsidies that encourage wasteful consumption, and sees clear benefits in doing so. The UK does not have any fossil fuel subsidies, which are measures that reduce the effective price of fossil fuels below world market prices, as per the definition used by the International Energy Agency.</p><p> </p><p>The Government keeps all taxes under review, and any changes are made in the round at fiscal events.</p><p><strong> </strong></p>
