Our longstanding policy on reconciliation remains that we support the Palestinian people in realising self-determination through an independent, sovereign, and unified Palestinian state. We welcome the Palestinian Authority’s (PA) return to Gaza on 2 October and the agreement to allow the PA to resume administrative control. This is an important and positive step toward the restoration of the PA control and effective governance. answer	answer is ministerial correction date of answer 19/10/2017 answer text <p>There are complex and wide-ranging issues involved in transferring prisoners, and allocation decisions must reflect both the specific needs and circumstances of the prisoner, as well as the operating environment and range of services at the receiving prison.</p><p> </p><p>Allocation decisions are taken by offender management units in each prison, with the number of staff in each unit dependent on the size and function of the prison. We work closely with them in support of a stable, secure Yemen which poses no threat to regional countries or beyond. The US, together with Saudi Arabia, the United Arab Emirates and the UN Special Envoy for Yemen, participated in a Ministerial meeting we convened on 22 September in the margins of the UN General Assembly. All participants acknowledged the dire humanitarian situation in Yemen and agreed that more must be done to achieve a political solution. The Foreign Secretary raised the situation in Yemen with US Secretary of State Rex Tillerson most recently on 9 October. We recognise that we need also to support prisoners who do not have family links, or for whom family relationships are not appropriate, to develop alternative sources of support.</p><p>Prisons already collect and record the details of prisoners’ next of kin or nominated contact when they arrive at the prison as a requirement of the Early Days in Custody Prison Service Instruction 17/2015. We believe that prisons should be places of safety that allow offenders the opportunity to take part in productive activity and to work towards rehabilitation. That is why we are recruiting 2,500 more prison officers, and implementing a comprehensive Safety Programme that addresses the key issues associated with self-harm and suicide in prisons. The Matthew Taylor review found that zero hours contracts have a part to play in a modern, flexible labour market and benefit those who cannot or do not want to work in a regular contract.</p><p> </p><p>However, this government shares the concerns regarding flexible work arrangements. That is why in October 2016 my right hon. Friend the Prime Minister asked Matthew Taylor to carry out an independent review to consider employment practices and whether they need to change to keep pace with modern business models.
